Introduction
Scope of Work:
A1. Background
Muidumbe is a district in northern Cabo Delgado, bordered by Mocímboa da Praia, Mueda, Macomia, and Meluco. With a population of approximately 79,680 as of 2005, the district has a young and mostly female population. The Muatide Community within Muidumbe has been severely affected by terrorism, leading to the destruction of infrastructure and impoverishment. UNDP Mozambique is working to rehabilitate the community by improving their irrigation systems. The plan includes expanding the existing system, constructing a new irrigation system, and training community members in management. The project aims to deliver a comprehensive irrigation program from planning through construction.
A2. Project Objectives
The project's main objective is to build a resilient and durable irrigation system to support the livelihoods and improve the economic and living conditions of the Muatide Community. The irrigation system is designed to meet the community's needs for at least 20 years.
A3. Contractor’s Responsibilities and Obligations
1. Review Design: The contractor must review preliminary designs and provide a detailed design and layout of the water supply network in accordance with the provided Bill of Quantities (BOQ).
2. Seek Clarifications: Bidders should seek clarifications from UNDP if any preliminary design aspects are unclear. Failure to do so assumes all information is clear and accurate.
3. Site Visit: A mandatory site visit is required to understand local conditions, terrain, and access roads.
4. Implementation Plan: The winning contractor must prepare a detailed construction plan, including worker numbers, equipment, and protective measures, subject to UNDP approval.
5. Quality Standards: Construction must adhere to technical standards, using quality materials with certificates. Samples must be submitted to the Supervising Engineer for approval.
6. Machinery Inventory: Provide an inventory of machinery and ensure compliance with Mozambican laws and international standards.
7. Information Board: Install a site board with legally compliant content and dimensions.
8. Sanitary Facilities: Provide prefabricated sanitary facilities for workers.
9. Worker Safety: Ensure worker safety on-site.
10. Labor and Equipment: Maintain sufficient workers and equipment for timely completion of all construction phases.
11. Local Resources: Source materials from nearby markets in Pemba and Nampula and hire local labor.
B. Scope of Works
B1. Preliminary Activities
1. Mobilization: Includes all necessary materials for health, safety, hygiene, insurance, and services needed for project execution.
2. Dam Construction: Build a dam with two large concrete walls and two small concrete walls, including necessary accessories.
3. Pressure Pumps: Acquire and install two centrifugal pressure pumps with a protective pump house.
4. Solar Power: Install and test a solar power system.
5. Reservoir Construction: Build a concrete tank with security, restrooms, and storage facilities.
6. Pipeline Installation: Complete pipeline connections and testing as per the Bill of Quantities.
B2. Period of Execution
The project is expected to be completed within six months, and the contractor must adhere to this timeline.
