Description of the Assignment:


The assignment entails the development of the NDP M&E Framework to guide how projects and programmes in the NDP are monitored and evaluated to ensure accountability and learning for results. It should allow to track, update and report on the progress and impact of interventions outlined under the NDP as well as ensuring that information, data and analysis are of the best quality. The goal is to improve the current and future management of activities, outputs, outcomes and impacts to provide a foundation for the strongest possible NDP implementation. As much as possible, the M&E framework will cover the SDGs and other international commitments, as much as NDP implementation at Region levels. The NDP M&E framework will ne grounded by on key guiding principles, including comprehensiveness, participation and inclusiveness, consistency and harmonization between sectors, and flexibility


The ideal candidate should possess but not limited to the below:


  • At least a Master’s Degree in Economics and/or Statistics or any Social Science
  • At least 10 years extensive knowledge and experience in the design and operationalization of M&E framework.
  • Previous experience working in the area of development planning and/or monitoring and evaluation in Eswatini would be an added advantage
  • Experience and in depth knowledge in the formulation and/or implementation of planning frameworks either national or sectoral
  • Demonstrated knowledge of the Eswatini economic context or another country within the SADC region comparable will be an added advantage.
  • Good analytical, writing, and presentation skills and fluent in reading, writing, and speaking English.


Period of assignment/services: 50 Working days.
