Sri Lanka ratified the United Nations Framework Convention on Climate Change (UNFCCC) in November 1993, making it one of the first 50 countries to do so, and also ratified the Kyoto Protocol in September 2002, and the Paris Agreement (PA) in September 2016. As a Party to the above treaties, Sri Lanka is obligated to implement the decisions of the Conference of the Parties (COPs) regarding the implementation of policies and measures to adapt to, and mitigate climate change, thereby contributing to the attainment of the objectives of the above treaties.
Under the Enhanced Transparency Framework, Parties to the Paris Agreement are required to submit their Biennial Transparency Reports (BTR) every two years, with the first submission due by 31 December 2024. The BTR reporting is critical to monitor and verify countries’ advancement to meet their climate commitments and in turn help countries to take stock of their progress. In supporting the Government of Sri Lanka to meet its reporting obligations under the Paris Agreement, the Global Environment Facility (GEF) funded project “Development of the First Biennial Transparency Report, the Second Biennial Transparency Report and Fourth National Communication of Sri Lanka to UNFCCC” (Sri Lanka: BTR1, BTR2, & NC4) will support with the prepapration and submission of Sri Lanka’s BTR1, BTR2 and NC4
SCOPE OF TENDER
The objective of this assignment is to provide technical assistance to the Government of Sri Lanka to prepare the First Biennial Transparency Report (BTR1). This will entail collecting data, coordinating to develop the respective chapters of the BTR1 and also the Adaptation Communication for Sri Lanka .
