Description of the Assignment:

In December 2022, the National Economic and Development Authority (NEDA) formulated the Philippine Development Plan (PDP) 2023-2028, anchored on the 8-point socioeconomic agenda of the current administration. The PDP 2023-2028 states that a national evaluation agenda will be crafted to set out the priority evaluations that the government will pursue as a means of measuring and obtaining evidence on results derived from strategies and priority interventions laid out in the plan, highlighting as well the crucial role of evaluation in: (a) informing further articulation of the PDP and implementation of programs; (b) conveying progress in priority areas of investment; and (c) promoting transparency and accountability by making evaluation results accessible to all branches of government, and most importantly, to the public.

 To realize this vision, the Australian Government partnered with UNDP Philippines to implement the SEED Project. This initiative is designed to assist NEDA in reinforcing the government's evaluation capacity in alignment with the strategies in the PDP 2023-2028.

 The SEED Project aims to support the NEDA Investment Programming Group (IPG) in cultivating evaluation culture within the government, fostering evidence-based decision making, good governance and accountability. The project also actively contributes to the implementation of a National Evaluation Agenda.

 With support from the Australian Government, the SEED Project is designed to facilitate the following activities: (a) conducting impact evaluations of government flagship programs and projects; (b) developing evaluation training modules; (c) conducting training sessions to address evaluation capacity needs of the government; and (d) providing technical support for structured coaching and mentoring sessions with NEDA in producing evaluation knowledge products.

 In July 15, 2015, NEDA and the Department of Budget Management (DBM) issued Joint Memorandum Circular 2015-01, also known as the National Evaluation Policy Framework (NEPF). The NEPF primarily aims to provide a framework for the purposive conduct of evaluations in the public sector in support of good governance, transparency, accountability, and evidence-based decision-making. On the use of evaluations, the NEPF states that implementing agencies shall ensure appropriate management response, including follow through actions by concerned units to evaluation findings and recommendations.

 Recommendations from the National Capacity Development Plan Report developed under the NEDA-UNDP Strategic Monitoring & Evaluation Project (SMEP) yielded that the efforts to utilize evaluation often end on presentation of evaluation results to the management and stakeholders and agencies or program units tend not to use the results and recommendations to drive programmatic and policy decisions and actions.

 Further, to support the implementation of the Evaluation Agenda for the PDP 2023-2028, particularly on the strategy to ‘effectively communicate evaluation findings to increase utilization and influence of evaluations’, services of a consultant is being sought under the SEED Project to develop a set of Guidelines for the Communication and Utilization of Evaluation Studies.

 In line with this, a consultant is being sought to develop Guidelines for the Communication and Utilization of Evaluation Studies, such as Management Response and Action Planning Guidelines, to help NEDA establish protocols and processes to ensure the dissemination, learning, and utilization of evaluation results. The developed guidelines will be cascaded through a learning session participated by NEDA staff.  

 Period of assignment/services:  30 days
