PROJECT DESCRIPTION

Every year, the Coordination Council prepares a Consolidated Report of the NPM participants based on the results of preventive visits, which also includes recommendations to the authorized government agencies towards improvement of conditions for the citizens in organizations subject to preventive visits and prevention of torture and other cruel, inhuman or degrading treatment or punishment, as well as proposals for improving legislation of the Republic of Kazakhstan.

Among the recommendations, there are regular proposals on the need to further improve the situation with medical care in the closed institutions. In particular, despite the transfer of medical services under the jurisdiction of the Ministry of Health, the number of complaints about insufficient provision of medicines and timely provision of medical services is still increasing. 

The purpose of this technical assignment is to engage a national expert for a comprehensive study and analysis of medical care for individuals held in closed institutions of the social sphere and the penal system with the development of practical recommendations towards further improving access to medical care.

Proposal should be submitted directly in the portal no later than indicated deadline.

Ежегодно Координационным советом готовится Консолидированный доклад участников НПМ с учетом их отчетов по результатам превентивных посещений, который включает рекомендации уполномоченным государственным органам по улучшению условий обращения с гражданами в организациях, подлежащих превентивному посещению и предупреждению пыток и других жестоких, бесчеловечных или унижающих достоинство видов обращения и наказания, а также предложения по совершенствованию законодательства Республики Казахстан.

Среди рекомендаций на регулярной основе присутствуют предложения о необходимости дальнейшего улучшения ситуации с медицинским обеспечением в закрытых учреждениях. В частности, несмотря на перевод медслужб в ведении Министерства здравоохранения, увеличивается количество жалоб на недостаточное обеспечение медицинскими препаратами и своевременное предоставление медицинских услуг.

Целью настоящего технического задания является привлечение национального эксперта для комплексного изучения и анализа медицинского обеспечения лиц, содержащихся в закрытых учреждениях социальной сферы и уголовно-исполнительной системы с разработкой практических рекомендаций для дальнейшего улучшения доступа к медицинскому обеспечению.
