Introduction
The United Nations Development Programme, hereinafter referred to as UNDP hereby invites prospective bidders to submit a bid for the supply of 460 Biometric Citizen Registration kits (BCR kits) for Honduras in accordance with the General Conditions of Contract and the Schedule of Requirements as set out in this Invitation to Bid (ITB).
The scope of this ITB involves the provision of the following elements, as further described in Form G of this ITB :
- 460 Biometric Registration Kits
- Biometric citizen registration software proof of concept (SDKs)
- Warranty (2 years) and Technical Assistance (during the first year)
- Training
The Registro Nacional de las Personas (RNP) of the Republic of Honduras is mandated with the creation, maintenance and updating of the national citizen’s registry. Within this mandate, and following the successful national registration campaign conducted for all citizens over 18 years of age, the RNP is currently engaged in the exercise of registration of eligible minors (between 16 and 18 years of age).
The object of this ITB is the procurement of Biometric registration kits (hardware only) as per detailed specifications in FORM G – Technical bid, delivery to Tegucigalpa, Honduras and auxiliary services. The RNP possesses Software for biometric registration of citizens as well as a deduplication engine and all necessary modules, hence the Selected bidder shall supply the hardware described in Form G – Technical bid, alongside SDKs for each of the components. Vendors shall be able to demonstrate that all the components of the kit are integrated and compatible.
