INVITATION TO BID

 

REF: NEGOTIATION: INVITATION TO BID UNDP-ZMB-00319: PROVISION OF UNARMED PRIVATE SECURITY SERVICES (UPSS) TO UN AGENCIES IN ZAMBIA UNDER THE LONG-TERM-AGREEMENT (LTA) FOR THREE (3) YEARS.


(1) Bidders are invited to submit a bid for the Establishment of a Long-Term-Agreement (LTA) for the Provision of Unarmed Private Security services (UPSS) to UN Agencies in Zambia as specified in:

(i) Section 5: Schedule of Requirements, in accordance with this Invitation to Bid (ITB).

(ii) Section 3: Bid Data Sheet. A summary of the scope of the bid is included in this Section.


(2) Any bid submitted will be regarded as an offer by the bidder and does not constitute or imply the acceptance of the bid by UNDP. UNDP is under no obligation to award a contract to any bidder as a result of this ITB.


(3) Based on the results of this competitive bidding exercise, UNDP intends to enter into non-exclusive Long-Term Agreement (LTA) with the successful bidder for the supply of Unarmed Private Security Services (UPSS) in support of UNDP’s operations. In the event of UNDP signing Long Term Agreement(s), the following shall apply:

(4) The successful bidder shall accord the same terms and conditions to any other organisation within the United Nations System that wishes to avail of such terms, after written consent from the United Nations Development Programme (UNDP).

(5) The expected duration of the LTA is:  Three (3) years subject to the Supplier’s satisfactory performance and competitiveness of prices.

(6) The estimated volume to be purchased is: as per expected number of Guards per UN Agency. LTAs are considered non-exclusive, and the estimated volume is based on a forecast of needs and does not constitute a commitment to place orders up to the volume.

(10) Group Site Visit:

A group site inspection will be held as follows:

Bidders will express their desire to visit any of the Sites they may deem suitable via the email below. And a Group Site visit will be arranged not later than the 5th day of running the Advert:

*The deadline for submission of the above request is up to 5 days after publishing the Advert. Beyond 5 days, the request will be Null and Void. However, this will not disqualify the bidder from responding to the Tender/Negotiation as this requirement is Not Mandatory, although highly recommended.

§  File Format: 10 MB

§  All files must be free of viruses and not corrupted.

§  File names much be maximum 60 characters long and must not contain any special characters.

§  It is recommended that bidders organize and name the files according the requirements and structure of the bid to facilitate their review.


(12) The bidder should receive an email acknowledging email receipt from the system.

This will enable the system to send notifications in case of amendments of the tender requirements.
