Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Programme


II. Project Description


The Philippines is one of the fastest-growing economies in Southeast Asia and plays an important role in the stability of the region. Environmental degradation and more frequent climatic events are likely to be key political, economic, and security disrupters over the longer term. Humanitarian crises can also undermine growth, reverse development gains, increase poverty, and cause instability that can last for decades.


To address this challenge, the United Nations Development Program (UNDP) through the support of the Government of Australia Department of Foreign Affairs and Trade in the Philippines (DFAT), is implementing the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Program. Australia invested AUD18 million in SHIELD.


The goal of the SHIELD Programme is to make all people in target communities safer and

more resilient to the impacts of natural hazard events and climate change. This will be realized by achieving three interdependent components:

Component 1: Government, private sector, and civil society stakeholders in targeted local government units (LGUs) are collaborating to unlock funding and implement informed and inclusive resilience actions

Component 2: Relevant national government agencies (NGAs) are prioritizing action on local climate and disaster resilience

Component 3: Philippine scientific agencies are producing tailored and accessible information for local resilience action


SHIELD will be implemented in 11 provinces and in two (2) special regions, Metro Manila, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).


The first component is focused on fostering collaboration among government, private sector and civil society organizations which is crucial for the achievement of the desired outcome for this component under the SHIELD program. The collaboration aims to unlock funding and implement inclusive resilience actions, providing capacity to LGUs in resilience building. SHIELD implementing partners work closely with provincial governments, collaborating with national, regional, and local agencies to design informed resilience proposals, secure funding, and execute activities. Most LGUs are faced with difficulties in accessing relevant socio- economic, technical, and scientific information to apprise local planning and implementation to come up with risk-informed and inclusive resilience actions in their development plans.

 

The Comprehensive Development Plan is a medium-term development plan of each LGU which aims to promote the general welfare of its inhabitants. This provides the programs and projects that are necessary to achieve the different goals and objectives of each development sector namely, social, economic, physical/infrastructure, environmental management, and institutional.


Moreover, as a mechanism to address both climate change and disasters, disaster risk reduction and climate change adaptation and mitigation (DRR-CCAM) shall be mainstreamed in local plans such as the CDP. LGUs are therefore enjoined to develop a Climate and Disaster Risk Assessment (CDRA) to understand and assess the impacts of hazards and vulnerabilities of communities. This is to ensure that resilience is mainstreamed in development planning and in improving the welfare of the people.


With the recognition that Metro Manila is a “special development and administrative region,” the Metropolitan Manila Development Authority (MMDA) was designated to guide the development direction of the National Capital Region (NCR) towards the achievement of national policies and vision.


In addition, MMDA, operationalized as the Regional Development Council for NCR pursuant to Executive Order No. 113, series of 2002, is likewise tasked to “render technical assistance to LGUs on matters pertaining to preparation of Local Development Plans and programs, evaluation of project proposals requiring Official Development Assistance (ODA), and local capability building program”


Among LGUs in NCR, Pateros is considered the smallest LGU and only a municipality, consisting of an area of 210 hectares and a population of 65,227 persons. In terms of land use pattern, 91.62 percent of the total land area of Pateros is primarily used for residential purposes. Moreover, the LGU is a low-lying area wherein rising sea levels affect the municipality and result in flooding. This includes high tides in Laguna Bay which moves seawater from Manila Bay into the Pasig River and Pateros River and when combined with heavy rainfall, floods the LGU.


Taking into consideration its topography and vast built environment, Pateros is at risk to various hazards, such as flood, liquefaction, and others. The presence of settlements in hazard-prone areas are likely to result in disasters and damages.


III. Scope of Work


UNDP seeks to engage the services of a Facilitator/Mentor who will lead, facilitate, and capacitate the LGU on the formulation of their CDP and CDRA mainstreaming. The Facilitator/Mentor shall ensure that the planning process is conducted, and CDRA is mainstreamed in the local plan through learning-by-doing with lead personnel of the local government of Municipality of Pateros. Specifically, the Facilitator/Mentor is expected to perform the following tasks in undertaking the project:


1. Identify the key stakeholders from national and regional government agencies, offices, and units of the LGU, civil society organizations, and non-government organizations

2. Facilitate the conduct of consultation activities and workshops on the following:

a. Climate and Disaster Risk Assessment

b. Review of existing plans and LGU’s vision

c. Preparation of the Ecological Profile

d. Identification of the Structured List of Programs, Projects, and Activities

e. Preparation of the Local Development Investment Program

f. Drafting of the CDP with CDRA mainstreaming

3. Consolidate the outputs of each planning workshop

4. Ensure the integration of DRR-CCAM interventions specifically, the results of the CDRA in the formulation of the local plan

5. Develop monitoring and evaluation mechanisms for the plan’s implementation and review


The Facilitator/Mentor is expected to work with the SHIELD Support Unit (SSU), UNDP Climate Action Programme Team, SHIELD Consortium Partners, MMDA, Municipality of Pateros, and other relevant stakeholders.


 

Period of assignment/services: home-based, with an expected duration of 80 person-days spread over 8 months
