Background

The fundamental right to social protection plays a central role in ensuring human dignity for all persons when they are faced with circumstances that deprive them of their capacity to fully realize their human rights. It includes the right to access and maintain benefits, whether in the form of cash or in kind, without discrimination with the aim of providing protection. Social security, through its redistributive character, plays an important role in poverty reduction and alleviation, preventing social exclusion and promoting social inclusion. This is in keeping with Article 9 of the International Covenant on Economic, Social and Cultural Rights. 

The institutional framework for social protection in Guyana is based on a number of policies, programmes, and initiatives implemented by various ministries and government agencies. Social protection mechanisms in Guyana provide access to support and benefits for a range of situations across social assistance programmes, social insurance schemes, and direct social protection services. 

The Ministry of Human Services and Social Security has a leading role in delivering social assistance programmes and social protection services to vulnerable population groups. Currently, the Ministry is collaborating with several international development partners to strengthen social protection and efficiently implement the social safety net. Furthermore, the MoHSSS is undergoing an organisational transformation through the establishment of two new functional units: the Disability Unit and the Senior Citizens Unit. These units will be responsible for the delivery of social services and financial assistance to these two population groups. As part of this effort, the MoHSSS is collaborating with the United Nations Guyana to strengthen the delivery of its social protection mechanisms through these new functional units for people living with disabilities and senior citizens. 

 

Description of the Assignment:  The objective of this intervention is to support the Ministry of Human Services and Social Security in strengthening two new functional units by assessing the current framework, social and public assistance programmes offered to people living with disabilities and senior citizens and put forward recommendations for these population groups before assisting the ministry to develop a strategic plan for the Senior Citizens and Disabilities Units.

 

Period of assignment/services: September - December 2024
