The UNDP Office in Sudan is a key partner of the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) and serves as the Principal Recipient of the HIV and TB grants and C19 RM (COVID-19 Response Mechanism) funds. In its role of Principal Recipient (PR), the Country Office is responsible for the financial and programmatic management of the Global Fund grant as well as the procurement of pharmaceutical and non-pharmaceutical health products. In all areas of grant implementation, the Country Office provides capacity development services to relevant institutions, sub-recipients and implementing partners. For the implementation of Global Fund grants, UNDP Sudan has established a Program Management Unit (PMU) that coordinates grant implementation and provides general guidance on the Global Fund rules and procedures to all grantees and sub-recipients involved in this implementation.

UNDP’s main counterparts in Sudan for the management of health products are the Federal Ministry of Health (FMOH), the National Medical Supplies Fund (NMSF), and the National Medicines and Poisons Board (NMPB)
UNDP’s partnership with the Global Fund and other health partners (e.g. GAVI) is overseen by the Global Fund Partnership and Health Systems Team (GFPHST), HIV and Health Group, BPPS/GPN. The GFPHST provides its
support to COs through a country team approach to strengthen and integrate the different functional capacities, leveraging technical assistance and policy support from the HIV and Health Group and other GPN teams and advisory
services from the Office of Audit and Investigations (OAI).

Objective

Under the direct supervision of the Sudan Procurement and Supply Chain Specialist, and in collaboration with the PMU staff, and with inputs from the QA teams of GFPHST, the consultant will complete assignments relating to the country quality assurance and quality control of health products (e.g., pharmaceuticals, condoms, lubricants, in-vitro diagnostic tests, Personal Protective Equipment (PPE)) purchased under the TB, HIV and C19RM grants.

Period of assignment/services is for 52 working days, estimated to start in September to December 2024, subject to the date of contract signing and revision in implementation schedule.

Proposal should be submitted directly in the portal no later than the indicated deadline.

Any request for clarification must be sent in writing via messaging functionality in the portal. UNDP will respond in writing including an explanation of the query without identifying the source of inquiry.
