In the Sri Lankan context, evidence of the impact of climate change is clear. Sri Lanka is ranked among the countries that are most vulnerable to climate change-induced hazards. Being a tropical island in the Indian Ocean, the Climate Risk index has consistently ranked Sri Lanka  among the top ten countries at risk of extreme weather events.

Climate risk assessments carried out in Sri Lanka thus far have not focused extensively on the nexus between climate change, peace, and security.Considering  the seriousness of the potential risks they flag, it is apparent that a deeper understanding of such interactions is critical to developing appropriate development programming on climate, peace, and security. The assessment will also serve as a tool for identifying opportunities that can be leveraged to improve outcomes around the climate, peace, and security. The findings of such an assessment could thereafter be used to inform targeted sub-national responses—supporting efforts to identify the most affected areas and/or communities, and most relevant national stakeholders in each instance. The role of gender and age as mitigating factors are also critical to account for when assessing climate security risks.


SCOPE OF TENDER


The objective of this assignment is to conduct Gender Responsive Climate Security Assessment for Sri Lanka will aim to;


1)    Identify key pathways whereby climate change and associated hazards may directly and indirectly interact with factors (social, economic, political) that impact peace, security, and social cohesion in Sri Lanka
2)    Examine how intersecting factors (gender, age, socio-economic status, ethnicity, religion and disability, amongst others) may leave some groups disproportionately exposed to, respond to, experience, and contribute to climate-related security risks.
3)    Identify, curate, collate, and refine datasets on key gender-sensitive and climate-security related indicators not previously tracked by the UN Sri Lanka.
4)    Identify and analyze 3-5 potential sub-national 'hotspots' (at district/divisional level) at greatest risk of experiencing the adverse impact of pathway(s). The analysis should provide a snapshot of the lived realities and existing practices employed by different groups or communities to mitigate and/or cope with  climate change, and their positive and negative impact on peace and security. 

5)    Identify existing programming, potential gaps, recommendations and entry-points for future policy and programming interventions.
