Introduction

LTAs for the provision of Renewable Energy Consultancy Servcies.


Establishment of multiple Long-Term Agreements (LTAs) for the provision of Renewable Energy Consultancy services to support in the assessment, design and/or implementation of UNDP Energy Projects.

 

UNDP Office of Procurement is implementing a series of projects focusing on strengthening critical areas of UNDPs procurement capability on efficiency and effective delivery. Therefore, the Crisis Climate and Infrastructure Team (CCIT) of the Office of Procurement (OP) intends to assist UNDP Country Offices (as well as other UN Agencies and UNDP partners) in the identification and implementation of sustainable, affordable, and accessible energy solutions.

During 2016-2023, the CCIT has supported over 420 projects in more than 100 countries across all continents. In summary the CCIT has purported and is supporting:

-        The implementation of over 55MWp in almost 17,000 solutions (Solar PV microgrids, PV Plants, Solar Street Lamps or Solar Water Pumps, Solar appliances, among others) for an amount of over 110 million USD.

-        The implementation of Meteorological Monitoring & Early Warning Systems in more than 900 sites with a value above 15 million USD

-        Procurement of Montreal Protocol equipment to help reduce the usage of ozone depleting substances (ODS) for an amount above 4 million USD.

With the above in mind, OP CCIT UNDP aims to engage with various reliable and value-adding project design, engineering and finance consultancy service providers to support in the achievement of its goals. 

The consultancy services are required to support UNDP in:

·        Sourcing of high-quality, energy efficiency, renewable energy (RE) and climate related solutions.

·        Tackle as much renewable solutions that might be required from different perspectives including technology, policy and finance, based on the different realities and scenarios.

·        Ensure the efficiency and sustainability in the Renewable Energy supply chain.

·        Ensuring the best value for money for the UNDP Global Hubs, Regional Bureaus and UNDP Country Offices programmes/projects.


Thematic areas/Sectors

Generally, the consultancy service needs will vary from project to project. Part of the consultancy services are to identify the most suitable solution to fulfil the needs and potential applications may vary from health facilities, education centers, productive use of electricity, UN Country Offices, Wi-fi and telecommunication stations, water pumping or water desalination plants for small facilities, and can also include policy or finance related work from a national level down to a project level.

The thematic areas considered under this LTA, but not limited to, are listed below. It should be noted that the solution is described, but as indicated, the final application may vary depending on the final project or programme needs, location and/or context.

Energy or/and Resource Efficiency Audit and Assessment

i.       Energy and/or resource audits.

ii.      Energy and/or resource demand assessment.

iii.     Design for the implementation of energy efficiency and energy and/or resource saving measures.

iv.     Energy and/or resources’ efficiency monitoring and definition of related Action Plans.

 

 Broad Technology/ sector focus

a.      Small Scale energy solutions:

i.       Appliances (Solar lamps, refrigerators, clean cooking solutions, radios, etc.).

ii.      Standalone solar systems (including appliances, with AC/DC loads, with/without storage, with/without diesel generators).

iii.     Solar PV Street lighting (lighting scheme and PV solution).

iv.     Embedded solar systems (rooftop PV, Commercial and Industrial [C&I] solar).

b.     Utility scale Renewable Energy (wind, solar, hydro, tidal, bioenergy, waste, etc.)  

i.       Grid-connected to utility grid or/and to diesel generators where RE generation management and control is required to ensure the proper operation of the gensets.

ii.      Grid-connected where battery/genset-connected are used back-up for critical/non-critical loads.

c.      Mini/microgrids based on Renewable Energy (solar, hydro etc.)  for electricity generation including interconnected AC mini-grids, off-grid AC minigrids, and off-grid DC mesh grids.

d.      Digital solutions for Smart Energy Management and Monitoring, incl. Smart utility software, SCADA (active and passive) and other communication of RE solutions implemented or to be implemented.

e.      Renewable Energy for heating and cooling purposes (I.e. District Cooling, solar water heaters, solar cooling, biomass, waste, etc.).
