Description of the Assignment:  National Individual Consultant - to conduct a Feasibility Assessment Report for deployment of Solar Water Pumping Systems in Luwero, Nakasongola and Kiryandongo Districts, Uganda

The International Solar Alliance (ISA) Programme on Scaling Solar Applications for Agricultural Use (SSAAU) was introduced considering the overwhelming demand for solar water pumps, received in response to a Expression of Interest (EoI) call to ISA Member Countries. The combined demand from 22 Member Countries was estimated at 272,579 decentralized solar water pumps (SWPs), of which just 10 countries accounted 97.5% of the total demand. Clean, affordable, and reliable solar water pumps (SWPs) can help scale agricultural production sustainably, while simultaneously contributing to climate change mitigation and community resilience. They are quickly replacing diesel pumps as the preferred source of irrigation while successful installations of decentralized solar water pumps in varying geographies, across the globe, have showcased a myriad of socio-economic co-benefits, especially when deployment models are adapted to the local context.

To support achievement of their self-determined goals, ISA and UNDP India developed a concept note on a SSAAU pilot project, to be implemented under the multi-country modality in countries with the highest demand. The project is financially supported by India, Brazil and South Africa (IBSA) Facility for Poverty and Hunger Alleviation at the United Nations Office of South-South Cooperation. The SSAAU pilot project will support 10 ISA member countries in adoption of sustainable solar-irrigation practices by demonstrating innovative deployment models that can be scaled both within the country and across ISA member countries. The project will also include salient components to develop skilled technical and conducive financial capacity to bolster the local market ecosystem.

The project will be conducted in phases, which will begin in quick succession of each other– thus covering all 10 countries during the project duration of two years.  As part of the SSAAU project activities, a Feasibility Assessment will be performed to aid adoption of solar water pumps in each of the 10 countries – Senegal, Mali, Niger, Benin, Togo, Democratic Republic of Congo, Sudan, South Sudan, Uganda, and Tuvalu. These national studies will be collated by an International Consultant, who will develop a Country Analysis for Solar Water Pumps. 

In Uganda, the project will be implemented in the districts of Luwero, Naksongola and Kiryandongo. The project will involve installation of solar water pumping system in at last 15 small farms.

The Ministry of Energy and Mineral Development has a total selected 15 small farmers from the three districts that will benefit from these pilots. The consultant will therefore work closely with the Team from the Ministry of Energy and Mineral Development in executing the tasks outlined below
