Description of the Assignment:  

 

Period of assignment/services: 15 working days

Objective

The objectives of this assignment are two folds:

  1. Develop training an integrated training curriculum, based on UN/UNDP PSEA available materials; and
  2. Provide Training (training of trainers) of IP PSEA focal points (Master trainers ensuring that the Master Trainers have acquired sufficient knowledge and provide PSEA training to the trainees in IP's organizations

This will help to ensure that UNDP's IPs and RPs have a full understanding and compliance with UN/UNDP PSEA standards (refer to Annex 1) in engaging and implementing UNDP's development projects and activities, after the training.

Scope of Work

The successful applicant is responsible for the following:

Task 1: Develop a TOT curriculum for training IP’s nominated PSEA focal points.

  • Design a TOT programme plan for training master trainers. The trainers will be from UN IPs. The consultant should consult closely with government partners and relevant stakeholders, including relevant UN agencies.
  • Develop the training curriculum to be based on materials available from the UN Partner Portal. Including, as a minimum:

  1. A definition of SEA (that is aligned with the UN's definition).
  2. An explanation of the prohibition of SEA; and
  3. Actions that personnel are required to take (i.e., prompt reporting of allegations and referral of victims).

Task 2: Deliver the TOT programme

  • In accordance with the approved training curriculum and materials, deliver in the Lao language a series of training sessions for the selected IP PSEA focal points with the objective of the trained focal points would be able to deliver a simple PSEA training to all staff in their organization, in order to achieve compliance with Core Standard 4 of the UN Implementing Partner PSEA Capacity requirements (See Annex 1). Pre and post-testing must be used to measure the knowledge gained by focal points.
  • Submit a brief report after each training session to monitor and evaluate the training session, to measure the achievement of participants, and to improve from lessons learned.
  • The PSEA policy package should be contextualised to the Lao context in accordance with national legislation framework.
