Introduction

UNDP has been working across Afghanistan for more than 50 years on challenges related to climate change and resilience, gender, governance, health, livelihoods and rule of law. Area Based Approach to Development Emergency Initiatives (ABADEI) is a UNDP led local economic recovery programme that brings UN agencies and many (I)NGOs and Civil Society Organization (CSO) partners together, through a coherent approach and funding platform, to enable joined-up programming, wide geographic coverage and results at scale. ABADEI’s focus is to help meet basic human needs and services, by revitalizing local markets and helping local communities rebuild their own lives and livelihoods. Enhancing human security and reducing the humanitarian caseload is fundamental to its approach. ABADEI interventions provide an integrated response to the economic crisis in the country through 1) the provision of essential services, 2) investments in community livelihoods and local economic activities, 3) protecting farming and farmlands from natural disasters, and 4) building community resilience and social cohesion.  

UNDP investments in community livelihoods and local economic activities, through an access project to specialized equipment for wool dyeing or carpet wool designing in Northern of Afghanistan The UNDP has been actively engaged in supporting the development of Afghanistan's carpet industry, particularly in the northern regions of the country. The carpet sector holds immense potential for economic growth and job creation in Afghanistan, but it has faced significant challenges that have prevented Afghan producers from fully capitalizing on this potential.

There is a concentration of carpet production in the Northern region of Afghanistan, with approximately 60% of the country's carpets being produced in these areas. However, the value chain for these carpets has been skewed, with a majority of the carpet producers lacking capacity of specialized processing such as washing and finishing. This results in Afghan carpets being exported to neighbouring countries for further processing, before being exported to international markets.

Therefore Afghan entrepreneurs lose significant portion of the value addition and branding, while Afghan carpet producers have been unable to fully benefit from the profits generated by their products.

In response to these challenges, UNDP has initiated a targeted intervention to support the Afghan carpet sector, particularly in the northern regions. The organization is dedicated to providing specialized equipment and support for critical stages of the carpet value chain, including wool dyeing, carpet wool designing, and the finishing processes.

By empowering Afghan Small and Medium Enterprises (SMEs) with access to this specialized equipment, UNDP aims to help them enhance the quality, efficiency and cost effectiveness in carpet production. This, in turn, will enable these Afghan businesses to capture more of the value chains within the country, reducing their reliance on foreign intermediaries and allowing them to directly access international markets.

This initiative aligns with UNDP's broader goals of fostering local economic recovery, enhancing livelihoods, and empowering Afghan businesses. Through its targeted interventions in the carpet sector, UNDP is contributing to the sustainable development of the Afghan economy and the empowerment of Afghan entrepreneurs.

 

Aim: The aim of this scope of work is to detail the carpet equipment needs to enable the Contractor to submit a technically compliant quote to UNDP.

 

Reconnaissance details: The Contractor is responsible for conducting an accurate survey of the site to know about the accessibility and delivery of materials to the site and installation of the equipment.

 

Location: Balkh and Jawzjan Afghanistan.
