Introduction
Scope of work
The United Nations Framework Convention on Climate Change (UNFCCC) at its COP 16 held in Cancun in 2011 approved a process to enable member states to formulate and implement National Adaptation Plans (NAPs) as a means of identifying medium- and long-term adaptation needs and developing and implementing strategies and programmes to address those needs. The Paris Agreement (2015) in its global goal of adaptation (Article 7) brought new elements and dimensions to the climate change adaptation. Namely, enhancing adaptive capacity, strengthening resilience, and reducing vulnerability to climate change, to contribute to sustainable development and ensure an adequate adaptation response in the context of the global temperature limit of less than 2°C. The UNFCCC’s Least Developed Countries Expert Group (LEG) on adaptation released Guidelines for National Adaptation Plans (December 2012). Furthermore, the Green Climate Fund (GCF) has issued guidance on adaptation planning approaches.
The objectives of the NAP process are:
(a) To reduce vulnerability to the impacts of climate change, by building adaptive capacity and resilience; and
(b) To facilitate the integration of climate change adaptation, in a coherent manner, into relevant new and existing policies, programmes and activities, in particular development planning processes and strategies, within all relevant sectors and at different levels, as appropriate (decision 5/CP.17, paragraph 1).
The UNFCCC member states also agreed that the NAP process is guided by enhanced action on adaptation that should apply the following principles:
a) Be undertaken in accordance with the Convention;
b) Follow a country-driven, gender-sensitive, participatory, and fully transparent approach, taking into consideration vulnerable groups, communities and ecosystems;
c) Be based on and guided by the best available science and, as appropriate, traditional and indigenous knowledge, and by gender-sensitive approaches, with a view to integrating adaptation into relevant social, economic, and environmental policies and actions, where appropriate;
d) Not be prescriptive, nor result in the duplication of efforts undertaken in-country, but facilitate country-owned, country-driven action.
The UNEP project titled “Building Capacity to Advance National Adaptation Plan Process in Pakistan (NAP Project)” with funding support of GCF, is being implemented by a Project Team headed by a National Technical Advisor. The NAP project supports multi-sectoral, medium- to long-term adaptation planning and budgeting in Pakistan and promotes the integration of climate change adaptation aspects into development policies.
The NAP project seeks to hire the services of a well-reputed national firm in Pakistan to:
- develop climate risks and vulnerability assessment (CR&VA) reports for the province and selected districts (D.I. Khan and Swat ) based on the assessments conducted by the NAP project, WWF, GIZ, KPK Planning and Development Department (P&DD), GCISC, and others, if any, and through review of existing literature and consultation with the respective stakeholders;
- develop two selected districts' (D.I. Khan and Swat) climate change adaptation plans as suggested by the P&DD, KPK Government, and
- A provincial climate change adaptation plan for building resilience to climate change in the province based on the above and other district adaptation plans prepared by WWF, GIZ, and other development organizations.
The firm will work under the supervision of the NAP project National Technical Advisor (NTA) and will conduct a consultative process with all the respective stakeholders and targeted communities. The KPK Planning and Development Department (P&DD) will serve as the leading focal point for developing the two selected districts (D.I. Khan and Swat) and one provincial climate change adaptation plan, and for getting further guidance on whom to consult in the province.
Objective of the assignment
The main objective of this consultancy is to hire a firm to develop three climate change adaptation plans: one for the province of KPK and two for its districts of D.I. Khan and Swat.
