Introduction
The Better Than Cash Alliance is seeking proposals for an independent final evaluation to review the performance and progress of its 2022-2024 strategy, including its Theory of Change. This evaluation is crucial for informing the development of the Alliance's post-2025 strategy. The focus will be on assessing whether the strategy has achieved its main goals, such as scaling impact and addressing cross-cutting priorities like gender equality and responsible digitization. The evaluation will use OECD DAC criteria to measure the program's effectiveness, impact, and sustainability, and will evaluate the Alliance’s contribution to systemic change. The findings will provide valuable insights to guide the future strategic direction. The evaluation is expected to be conducted over a period of 5-6 months, from October 2024 to March2025.
