1.     Background

Following Mozambique Independence as Portuguese colony in 1975, the country was plunged into in a sequence of protracted conflicts. First, was the over 16 years civil war waged by Mozambique National Resistance (RENAMO) that ended with the 1992 Roma 1992 Peace agreement. Secondly, Next, the outbreaks of violence between the RENAMO residual forces including on claims of unsuccessful reintegration of ex combatants against the Government and RENAMO residual forces including on claims of unsuccessful reintegration of ex combatants that commenced in 2015 ending with the Maputo agreement in 2019. Thirdly, the 2017 outbreak of violence which appear to be linked to violent extremism with the Police Station attack by Non-State Armed Groups (NSAGs) in Cabo Delgado which is still prevailing and whose intensity over the years has resulted into a complex humanitarian situation with nearly one million people being displaced. Insurgency, extreme poverty, economic marginalization, and vulnerability to climate change add to make the humanitarian crises acute. 

In a joint effort to eradicate violence in Northern Mozambique, curb and mitigate the climate change dire effects to development, the UN in Mozambique, together with other regional and international partners and people of Mozambique in coordination with the Government of Mozambique, are jointly carrying out a variety of initiatives within the framework of Humanitarian, Development and Peace nexus toward Peace, Development and Humanitarian nexus, recognizing that while humanitarian assistance is while essential, it cannot, by itself, tackle the needs of disaster and conflict-impacted populations. For lives to return steadily to some level of normalcy, local government needs to become more functional, civilian policing must ensure the safety and security of people, the economy must be revived to deliver jobs and livelihoods, economic and basic social services need to restart and reach people. The is is what UNDP’s Stabilization project is helping to address these issues by doing, providing support and to bring about a sense of normalcy and to set the conditions necessary for the short and medium to long term intervention that lead to Sustainable peacebuilding and social cohesion in Cabo Delgado. 

A recent rapid mapping of peace and social cohesion interventions by different partners in northern Mozambique and across the country reveals a surge initiative. The impact of these is not evident as they may not be addressing the core grievances at the heart of the conflict. Challenges remain. The scattered nature of peace and social cohesion initiatives, both in terms of methodology and coordination and other factor still prevent stakeholders including the government of Mozambique, to bring about genuine and sustainable peace dividends.  These also lack coherence, structured approach.

The history of violent conflicts in Mozambique suggests that the country lacks a comprehensive framework / structure of conflict prevention mechanisms, early warning and of peace building and development in general. Conflicts of different nature when poorly addressed or not addressed at all, may have the potential to impact on the fabrics of the society and thus become a threat to Peace stability as the history of the country is demonstrating.

It is in this context that UNDP Mozambique, endeavors to support the government of Mozambique to strengthen its capacity to invest in a relevant, coordinated efforts towards Peace and Development infrastructure. The investment requires mapping of key areas of conflict, its characteristics, triggers, assessment of current interventions on peace building, conflict prevention, platforms/mechanisms of coordination, stakeholders (including community, religious, etc.) and the levels of coordination.

Experience elsewhere demonstrates that for countries facing multidimensional crises such as poverty, climate change, violent extremism, a holistic infrastructural approach to peace is more beneficial. Over the last three decades, infrastructures for peace– broadly defined as a dynamic network of actors, structures, mechanisms and processes, and associated skills, capacities, resources, values, and institutions for building and sustaining peace – has gradually evolved as a promising approach and a practical framework for peacebuilding by local, national, and international actors. Such would be of benefit to Mozambique’s context. 

It is in this connection that UNDP Mozambique is seeking to recruit an international consultant to support the country office in this endeavor.

 2.     SCOPE OF ASSIGNMENT, OBJECTIVES, AND PHASES 

Objective 

The primary objective of this assignment is to support the CO and the Government of Mozambique in the establishment of a Unit on Peace and Development Infrastructure for Mozambique.

 

Scope of assignment  

The consultant will provide advisory services to UNDP Mozambique and the Government of Mozambique (MJCR) in their effort to establish an Unit on Peace and Development Infrastructure. To achieve this objective, the consultant will be required to:

·       Carry out a literature review on peace, conflict prevention and platforms on peacebuilding efforts  in Mozambique.

o   Produce an Inception report on the matter, which would be informed by the point above

·       Hold working sessions with UNDP team, followed by a joint UNDP and MJ (task force) on the matter to better understand the developments so far.

·       Develop and propose a strategic framework for Peace and Development infrastructure that clearly defines the concepts,  interconnectedness and feasible interventions that binds institutional and community interventions that foster suitable peace infrastructure tailored and responsive to Mozambique challenges;

·       Engage key stakeholders such as government ministries, private sector entities, educational institutions, NGOs, and community-based organizations to gather insights and ensure alignment with national priorities.

·   Facilitate consultations and events to validate the final strategic concept and recommendations on infrastructures for peace in Mozambique, incorporating feedback to refine strategic objectives and interventions.  Submit the framework document on the peace and development infrastructure as well as the Project Document for UNDP programming in this area.

 

3.     EXPECTED DURATION OF ASSIGNMENT, DELIVERABLES AND TIMELINE   

 The consultancy will have the duration of 3 months. The consultant’s expected deliverables include a Framework Document defining a Peace and Development Infrastructure for Mozambique. The Framework should comprise at least the following parts: 

1.     Analysis of the country context, including its relations with regional, continental, and global contexts.  

2.     Stakeholder mapping.
