Description of the Assignment: National expert on non-discrimination and human rights (harmonization of Ukrainian legislation with the EU acquis)

!PLEASE NOTE: the currency of the proposal is UAH. Furthermore, UNDP will enter into a contract with the selected national consultant in UAH.
Main objectives of the assignment: to provide expert support to the Ministry of Internal Affairs of Ukraine in harmonization of Ukrainian legislation to European Union acquis in the field of non-discrimination, the fight against racism, xenophobia.
It is expected that in terms of implementation of this assignment, the Consultant/Expert (Individual Contractor) will carry out the following activities:
- Conduct analysis of the draft Law of Ukraine “On amendments to the Code of Ukraine on Administrative Offenses and the Criminal Code of Ukraine regarding fight against discrimination” (reg. No 5488 of 13.05.2021) (Draft Law) on its compliance with the EU acquis in the field of non-discrimination. Develop comparative table on the compliance of the Draft Law with EU acquis.
- Develop suggestions to the Draft Law to align with EU acquis on non-discrimination to promote amendments to the legislation of Ukraine regarding the criminalization of crimes related to racism, xenophobia, and non-discrimination in line with EU acquis.
- Participate in consultations at national level with line ministries, members of Parliament, civil society organizations (CSOs), to present and discuss the developed recommendations to the Draft Law.
All final products should be produced according to the plan outlined under each deliverable as specified in the Terms of reference.
