Description of the Assignment: National expert on integration of international principles and standards on responsible business into recovery and reconstruction of Ukraine

!PLEASE NOTE: the currency of the proposal is UAH. Furthermore, UNDP will enter into a contract with the selected national consultant in UAH.
Main objectives of the assignment: to provide expert support to the Government of Ukraine (GoU) in integration of international principles of responsible business conduct in all planning processes of recovery and reconstruction of Ukraine.
It is expected that in terms of implementation of this assignment, the Consultant/Expert (Individual Contractor) will carry out the following activities:
1. Develop a background document including a gap analysis on the integration of international principles of responsible business conduct into all planning processes for the recovery and reconstruction of Ukraine.
2. Provide inputs to analytical reports / briefs / discussion papers on implementing the EU regulations on corporate respect for human rights and the broader EU framework regarding corporate human rights obligations.
3. Develop policy briefs on integration of business and human rights approach into spheres highly relevant for the recovery of Ukraine: (1) business and human rights in investment policy; (2) business and human rights in public-private partnership; (3) business and human rights in infrastructure building; (4) business and human rights in public procurement; (5) business and human rights in export support and entrepreneurship development policy.
4. Participate in expert workshops involving governmental and business representatives on integration of business and human rights principles into reconstruction planning and recovery of Ukraine.
5. Support the Ministry of Economy of Ukraine in developing the National Action Plan for implementing the international principles and standards of responsible business conduct in Ukraine (National Action Plan).
6. Participate in consultations with line ministries, Ukrainian Parliament Commissioner for Human Rights, civil society organizations (CSOs), business and government representatives to present and discuss the draft National Action Plan.
7. Participate in UNDP brainstorm discussion on the future interventions on strengthening corporate respect for human rights in Ukraine (e.g. possible pilot projects / sectors / markets to target and interventions for the GoU, businesses to adhere to the EU and broader international frameworks on business and human rights).
All final products should be produced according to the plan outlined under each deliverable as specified in the Terms of reference.
