Description of the Assignment:  


In 2017, the Department of Information and Communications Technology (DICT) started the implementation of the Free Wi-Fi Internet Access in Public Places (henceforth referred as the “Program”) through the RA 10929, which aims to provide free broadband internet access to public places across the country, specifically 104,000 Wi-Fi sites by 2023. However, challenges in the bidding and implementation process, limited access to cost-effective and up-to-date technology options, as well as limited capacity of local telecommunications companies have slowed progress toward this goal. 

 

Hence in 2018, DICT sought the assistance of UNDP to accelerate the roll-out of the Program. Working in partnership with DICT, UNDP used its Direct Implementation Modality to apply its procurement system and partnership agreement instruments to provide Wi-Fi services and strengthen ICT ecosystem for designated areas that currently have no or limited access to the Internet, and to sites that were highly affected by the pandemic and/or natural disasters such as higher educational institutions (HEIs), public and rural health units (RHUs), and local government units (LGUs).

 

The FWFA project was amended in 2022 in view of the challenges faced by the project during the first three years of the FWFA implementation. Amendments were made to consider the new context and priorities of the Philippine Government, especially after a pandemic and several disasters experienced by the country, includes: a) broadening free public Wi-Fi access to include geographically isolated and disadvantaged communities (GIDAs) and indigenous peoples (IP) communities, b) strengthening the health care information and communications technology (ICT) systems of government, and c) enhancing disaster preparedness and response of DICT and LGUs for responsive and resilient connectivity and communications.. The amendment was guided by the discussions and agreements made in a series of Project Board and High-Level Meetings between the DICT and UNDP in the Philippines, and in consultation with key government partners. 

 

The updated project is entitled: “Connectivity, Capability, and Resiliency through Free Wi-Fi for All (CoRe FW4A)”. The goal of CoRe FW4A project is focused on achieving inclusive and sustainable internet connectivity in public places, government agencies and instrumentalities nationwide, empowering all citizens, including women, youth, and marginalized groups, through enhanced institutional capacities of government and widespread accessibility in public HEIs, RHUs, LGUs, GIDA, and IP areas.

 

 

Period of assignment/services : 75 working days
