Dear Proposer, UNDP is supporting the Ministry of Industry and Trade (MINDCOM) through an official request to operationalize key elements of PROFIR-Small Rural Industry Promotion Program, which will lead to enabling an environment for private sector-led industrial development and a business environment capable of attracting local and foreign investments that are keys for the sector growth and development. It is therefore, in view of the foregoing that qualified firms meetings the requirements under the RFP are invited to submit their offers within the stipulated deadline. SCOPE: The prospective contractors are expected to work with UNDP Angola Country Office, the Ministry of Industry and Trade, the Angola Institute of Industrial Development and Technological Innovation (IDIIA), key government sectors and other partners to develop a contingency plan to accelerate the operationalization of the existing three Rural Industrial Parks in Angola. The contingency plan will involve essentially (1) to conduct feasibility studies for the upgrading of the existing parks, based on a detailed diagnosis on the current situation of each PIR, referring existent infrastructures and equipment conditions, (2) establish action plans to accelerate existent PIRs implementation and (3) prepare business plan models to explore the opportunities that existing 3 PIRs could offer taking in count social and environmental aspects. Besides, the consultancy will develop a strategy for sectorial implementation plan and establishment of operational rural industrial parks (PIRs) network in Angola to undertake a comprehensive review the country’s cross-industry ecosystem and identify binding constraints towards an accelerated expansion of the rural industrial sector and manufacturing sub-sector in Angola, with strong focus on SMEs and value-chain clusters. For this reason, UNDP is looking for specialized companies or consortia with experience in designing innovative and sustainable business models for rural communities in Africa, mainly in contexts and/or facing challenges similar to those in Angola. Also, they may have experience in impact investments and, in research and development network with expectation to filter out strategic intervention in rural industry and manufacturing sub-sector that could be transformed into bankable projects.
