Description of the Assignment


This project intends to ensure an integrated solid waste management towards zero waste and circular economy vision for Eswatini. Main focus of the waste streams in this project include healthcare waste, E-waste and plastic waste. The project will help reduce pollutions of chemicals and waste, improve health and livelihoods of general population and workers through a gender-responsive approach, and foster green growth through public and private partnership in the services of the waste management and circular business particular SMEs.


The consultant is expected to perform the following duties and responsibilities:

  1. Assessment of Waste Management Facilities:
    • Identify and create an inventory of existing waste management facilities, including municipal, industrial, and healthcare waste facilities that handle healthcare, electronic waste, plastic, and harzaroud waste in Eswatini.
    • For the facilities identified as part of the inventory above, provide a rapid assessment of the conditions of the facilities, assess the types of waste handled by each facility (e.g., healthcare waste, electronic waste, plastic waste, hazardous waste), including their processing and disposal methods. Evaluate how these facilities handle, process, and dispose of healthcare waste, particularly focusing on practices that may lead to the release of UPOPs (e.g., incineration methods). Identify facilities handling electronic waste and assess their operations, including their capacity to process and recycle electronic waste in an environmentally sound manner.
    • Examine the storage conditions of waste within these facilities, relating it to compliance with environmental safety standards.
  2. Analysis of Waste Value Chains:
    • Conduct a high-level analysis of the waste streams and value chain managing the different type of wastes (source, storage, transportation/logistics, processing, final disposal), from production to disposal. This includes identifying sources of waste, estimating the amounts generated, and assessing the processes involved in storage, transportation, processing, and disposal.
    • Evaluate the infrastructure and processes for managing waste streams, including gaps and inefficiencies in the current systems.
  3. Evaluation of Landfills and Dumpsites:
    • Identify and assess landfills and dumpsites handling various streams of waste under the POPs and UPOPs project. This includes:
      • Quantifying the number of facilities, their capacity, and the types of waste they manage.
      • Confirming information on the lifespan of the landfills and the methods used for waste disposal.
      • Identifying any partnerships or collaborations for the final disposal or processing of hazardous waste, both domestically and internationally
  4. Identification of Recycling, Recovery, and Reclaiming Facilities:
    • Map out existing recycling, recovery, and reclaiming facilities in Eswatini.
    • Assess the condition of these facilities, including the types of materials they handle (e.g., plastics, electronics, metals) and the efficiency of their operations
The ideal candidate should adhere to the below minimum requirements:

  • Graduate degree or higher in a relevant field, such as Environmental Management/Science;
  • Minimum 7 years of demonstrable experience in the technical area of Environmental Management with practical experience in waste management at national level;
  • Fluency in written and spoken English and SiSwati;
  • Working experience within the waste management field with proven networks within the municipal, health sector, industrial, and environmental agencies/entities handling waste. 
Period of assignment/services: 60 working days spread over three months.
