In the Latin America and the Caribbean (LAC) region, UNDP supported nine countries to develop NDC financing strategies or conduct assessments and studies to inform budgeting and financing frameworks. Approximately five of these promote various forms of innovative finance, such as carbon pricing and trading systems. While the LAC region is demonstrating increased ambition, currently most of the investment that has been mobilized to address climate change, biodiversity, and land degradation is derived from public sources of finance. Although valuable, governments recognize that public finance will not be enough to mobilize actions at the required scale. Support is needed to enable the participation of the private sector to align their current portfolios and business approaches to the Paris Agreement goals and net zero commitments of LAC governments, hence providing an opportunity to lead an economic agenda that promotes green growth and resilient development for the region.

Since 2012, UNDP has been exploring ways to give more space to the private sector in climate action, most recently through its NDC Support Programme and the Climate Promise Initiative. Latin American governments have encouraged voluntary carbon footprint programs to channel efforts from the private sector towards reducing Greenhouse Gas (GHG) emissions.


Countries such as Chile, Peru, Ecuador and Panama already have concrete experiences and achievements implementing the calculation, monitoring and management of GHG emissions in the private sector. These “carbon footprint” initiatives provide an online emissions calculator together with a recognition system of certifications for organizations that report, reduce, or ideally neutralize their GHG emissions. A guide compiling relevant guidance and success stories on the implementation of national and voluntary carbon footprint programs has recently been completed. In order to progress in the regional agenda described above, UNDP is seeking to engage a vendor (e.g. team of consultants and software developers) for the design and development of an innovative open-source software for National Carbon Footprint Programmes (NCFPs) based on lessons learned and experience of countries that have implemented a NCFP in Latin America such as Chile, Ecuador, Peru and Panama. This will be the first phase of a process that will end in a customizable product and implementation process of the software in the region.
