[Description of the Assignment]


The primary objective of this consultancy is to engage an individual local consultant to conduct a comprehensive assessment, documenting the lessons learned from the Greening the Raleigh Fitkin Memorial Hospital Demonstration Project. Specifically, the documentation of the lessons learned aims to:

  1. Provide a detailed record of the project's implementation process, highlighting best practices and challenges.
  2. Provide quantitative and qualitative evidence of the project's impact on energy consumption, CO₂ emissions, and operational costs.
  3. Deduce a set of actionable recommendations for improving the design and implementation of similar projects in the future.
  4. Enhance stakeholder understanding of the benefits and challenges associated with clean energy technologies in the health sector.
  5. Produce policy briefs that outline strategies for incentivizing investments in decentralized renewable energy systems in Eswatini.
The scope of work for documenting lessons learned in the Greening of the RFM Hospital project involves a comprehensive approach that includes scientific analysis, stakeholder engagement, and the development of actionable recommendations. The following activities outline the key tasks to be undertaken:
  1. Determine approach for documenting the lessons learned for the Greening of the RFM Hospital:
  2. Develop a Detailed Methodology for Data Collection and Analysis.
  3. Engage Stakeholders through Consultations and Workshops;
    • Conduct consultations and workshops with key stakeholders, including government agencies, hospital management, local communities, and technical experts.
    • Use participatory methods to gather diverse perspectives and insights on the project's implementation and outcomes.
  4. Assess Environmental, Social, and Economic Impact of the Project;
    • Provide high-level assessments on the impact of the project and viability for replication to other health facilities.
    • Evaluate the broader environmental implications of transitioning to clean energy in the health sector.
  5.  Document Stakeholder Experiences and Feedback;
    • Collect and document feedback from stakeholders, including hospital staff, patients, and community members, on the impact of the project.
    • Highlight success stories, challenges, and lessons learned from the stakeholder perspective.
    • Conduct rapid research to evaluate the demand for services or products that could be generated from the productive use of the solar power plant.
    • Conduct market research to propose a business case for services or products that could be generated from the productive use of the solar power plant.
    • Identify the technical requirements and additional infrastructure needed to support the proposed productive uses, connection to other facilities, etc.
    • Propose engagement strategy to empower hospital management to maximise value out of the solar plant investment to ensure maximum utility, ownership, and sustainability at corporate level of the hospital.
    • Develop a sustainability plan for handover and operationalisation of the investment through the hospital management/operational structures.
  6.  Develop Case Studies and Policy Briefs;
    • Synthesize the findings into case studies that illustrate key lessons and best practices from the project.
    • Deduce a set of actionable recommendations for improving the design and implementation of similar projects in the future.
    • Prepare policy briefs with recommendations for scaling up similar initiatives in other hospitals and public institutions.
  7. Create a Knowledge Sharing and Dissemination Plan;
    • Develop a plan for disseminating the documented lessons learned to relevant stakeholders, including policymakers, technical experts, and the public.
  8. Prepare a Final Lessons Learned Report;
    • Compile a comprehensive report that consolidates all findings, analyses, and recommendations.

The ideal candidate is expected to subscribe to the below requirements;

  • Graduate degree or higher in a relevant field with priority to be given to Social Sciences, Project Management, and People Engagement, Environmental Management, Sustainability.
  • Minimum 7 years of demonstrable experience in the technical area of stakeholder engagement, particularly engagement of government and private sector entities on large-scale projects of national interest or priority; experience in conducting environmental assessments and sustainability and demonstrated experience in documenting lessons learned and development of strategies/roadmaps for action.
  • Fluency in written and spoken English and SiSwati;
  • Working within the Environment field, demonstrated experience working within government structure, understanding of RFM, sustainability and greening agenda , greening of health sector, industrial development.

 Period of assignment/services: 60 days spread over three months
