Introduction


[SCOPE OF TENDER]

The multimedia company will be responsible for delivering two main streams of work: supporting the Eswatini National Youth Council (ENYC) In developing their branding and visibility strategies and empowering the MSME Unit and Citizens Economic Empowerment Council through strategic marketing and branding initiatives. Below is a detailed description of the scope of work for each component:

1. Support to the Eswatini National Youth Council (ENYC) for Youth Engagement and Empowerment
The multimedia company will work closely with the ENYC to develop and implement a marketing and branding strategy that resonates with the youth demographic in Eswatini. The primary goal is to reposition ENYC as the leading youth-focused institution in the country by utilizing various media channels to engage and empower young people effectively.
  • Duties and Responsibilities:
    • Develop a Comprehensive Marketing and Branding Strategy: Create a detailed plan that outlines key marketing objectives, target audiences, messaging, and communication channels to reposition ENYC in the youth sector.
    • Design and Produce Marketing Content: Develop high-quality marketing & branding materials and other digital content that effectively communicate ENYC’s initiatives and programs.
    • Develop and Roll out Social media Engagement Strategy: Develop and manage social media campaigns across multiple platforms (e.g., Facebook, Twitter, Instagram, TikTok) to increase visibility and engagement with youth.
    • Training and Capacity Building: Conduct training sessions for ENYC staff on effective communication, social media management, and digital marketing to build internal capacity for sustainability.
2. Support to MSME Unit and Citizens Economic Empowerment Council
The multimedia company will assist the MSME Unit under the Ministry of Commerce and the Citizens Economic Empowerment Council in creating a coherent branding strategy for their services. This initiative aims to enhance the visibility of MSME programs, promote economic empowerment, and develop a registry of MSMEs in the economy.
  • Duties and Responsibilities:
    • Develop a Branding and Marketing Strategy: Formulate a strategy to effectively brand the MSME Unit's services and the Citizens Economic Empowerment Council’s mandate to reach target audiences, including potential MSMEs and investors.
    • Create a MSME Registry Platform: Design and develop a digital platform for the registration of MSMEs in Eswatini, providing an accessible and user-friendly interface for businesses to register and access support services.
    • Produce Promotional Content for MSMEs Unit: Create multimedia content, including videos, brochures, and digital ads, to promote the services offered by the MSME Unit and the Citizens Economic Empowerment Council. 
    • Design and Conduct High Level Capacity Building Training for MSME Unit and Citizens Economic Empowerment Council Staff: Design and deliver comprehensive training sessions focused on branding, marketing, digital engagement, and stakeholder management.
3. DUTIES AND RESPONSIBILITIES OF THE CONSULTANT 
The multimedia company engaged to support the Youth Empowerment Programme and MSME Development in Eswatini is expected to deliver the following outputs:
  • Comprehensive Marketing and Branding Strategy for ENYC:
    • A detailed strategy document outlining key marketing objectives, target audiences, messaging frameworks, and communication channels for the Eswatini National Youth Council (ENYC).
    • The strategy should include actionable steps for repositioning ENYC as a leading youth-focused institution, incorporating both traditional and digital media platforms.
  • High-Quality Marketing and Communication Materials for ENYC:
    • Development and roll out of various multimedia conten that effectively communicate ENYC’s youth engagement initiatives and programs.
  • Report on Social Media Campaigns and Youth-Centric Events:
    • A report on the development, execution, and outcomes of social media campaigns and youth-centric events organized to increase youth engagement with ENYC.
    • The report should include metrics such as engagement rates, reach, participation numbers, and lessons learned.
  • Brand Identity Package for ENYC:
    • A complete brand identity package that includes a new logo, tagline, brand guidelines, and other visual elements to create a consistent brand image for ENYC.
    • The package should be adaptable for both print and digital media.
  • Training and Capacity Building Report for ENYC Staff:
    • Training package and implementation of training sessions conducted for ENYC staff on effective communication and engagement of youth in Eswatini for effective youth empowerment.
  • Branding and Marketing Strategy for MSME Unit and Citizens Economic Empowerment Council:
    • A strategy document outlining the approach for branding and promoting the services of the MSME Unit under the Ministry of Commerce, Industry, and Trade and the Citizens Economic Empowerment Council.
  • MSME Registry Platform Development and Launch:
    • A digital platform for the registration of MSMEs in Eswatini, which should be user-friendly, accessible, and equipped with functionalities for MSMEs to register, update their information, and access relevant support services.
    • A user manual and a training session for MSME Unit staff on managing and maintaining the platform.
  • Promotional and Educational Content for MSMEs:
    • Creation of promotional materials highlighting the services of the MSME Unit and Citizens Economic Empowerment Council.
    • Training package and implementation of training sessions conducted for MSME Unit and Citizens Economic Empowerment Council on effective engagement of and promotion of their mandate.
  • Monitoring, Evaluation, and Final Reporting:
    • A comprehensive final report documenting all activities undertaken, outcomes achieved, challenges encountered, and recommendations for future actions.
    • The report should include data analytics on the effectiveness of the branding, marketing, and capacity-building strategies, and provide a roadmap for sustainability and continuous improvement.
