ОБЪЕМ РАБОТЫ:

Национальный эксперт по разработке Технического задания будет выполнять следующий объем работы:

1) изучение и анализ Методологии по предотвращению и снижению теневой занятости на рынке труда, аналитических отчетов эксперта-координатора и эксперта по разработке Методологии;

2) Разработка Технического задания по автоматизации процессов анализа выявления теневой занятости и использованию цифровых инструментов по её снижению и предотвращению в соответствии с Правилами и стандартами Республики Казахстан в области создания и развития объектов информатизации (далее – Техническое задание по автоматизации процессов анализа выявления теневой занятости);

3) Согласование Технического задания, предлагаемых программных продуктов по автоматизации процессов анализа выявления неформальной занятости и использованию цифровых инструментов по снижению и предотвращению теневой занятости на рынке труда (далее – программные продукты) с ЦРТР и ПРООН;

4) доработка результатов работы с учетом полученных комментариев, замечаний, дополнений;

5) своевременное предоставление результатов работы национальному эксперту-координатору для включения в консолидированную аналитическую работу;

6) участие в подготовке консолидированной аналитической работы экспертной группы;

7) презентация/участие в презентации результатов работы в ЦРТР с участием Министерства..

Description of the Assignment: National expert in developing the Technical Specification for automation of analysis processes identifying shadow employment and the use of digital tools to reduce and prevent it

Scope of work:

National Expert for the Development of the Terms of Reference will undertake the following tasks:

1. Study and analyze the Methodology for the Prevention and Reduction of Informal Employment in the Labor Market, as well as analytical reports from the coordinating expert and the expert responsible for developing the Methodology;
2. Develop the Terms of Reference for automating the processes of analyzing and detecting informal employment, and utilizing digital tools to reduce and prevent it, in accordance with the Rules and Standards of the Republic of Kazakhstan in the field of creation and development of informatization objects (hereinafter referred to as the Terms of Reference for the automation of the processes of analyzing and detecting informal employment);
3. Coordinate the Terms of Reference and the proposed software products for automating the processes of analyzing and detecting informal employment and utilizing digital tools to reduce and prevent informal employment in the labor market (hereinafter referred to as software products) with the Center for Development of Labor Resources (CDLR) and UNDP;
4. Revise the deliverables based on received comments, remarks, and additions;
5. Timely submission of the deliverables to the national coordinating expert for inclusion in the consolidated analytical work;
6. Participate in the preparation of the consolidated analytical work of the expert group;
7. Present or participate in the presentation of the deliverables at the CDLR with the participation of the Ministry.
