ОБЪЕМ РАБОТЫ:

Национальный эксперт по разработке Методологии будет выполнять следующий объем работы:

1) анализ международного и национального опыта/практики по снижению теневой занятости с описанием проблем и выводов (Аналитический отчет);

2) разработка Методологии по предотвращению и снижению теневой занятости на рынке труда, которая в том числе включает в себя:

- алгоритм(ы) анализа данных по выявлению теневой занятости на рынке труда с описанием алгоритма формирования данных;

- описание автоматизации процессов по анализу с использованием цифровых инструментов по снижению и предотвращению теневой занятости на рынке труда;

3) доработка результатов работы с учетом полученных комментариев, замечаний, дополнений;

4) своевременное предоставление результатов работы национальному эксперту-координатору для включения в консолидированную аналитическую работу;

5) участие в подготовке консолидированной аналитической работы экспертной группы;

6) презентация/участие в презентации результатов работы в ЦРТР с участием Министерства.

Description of the Assignment: National expert on the development of the Methodology for the prevention and reduction of shadow employment in the labor market

Period of assignment: approximately October – December 2024 (3 months no more than 60 working days)

Scope of work:

The National Expert for the Development of the Methodology will perform the following scope of work:

1) analysis of international and national experience/practice in reducing shadow employment with a description of the problems and conclusions (Analytical report);

2) development of a Methodology for preventing and reducing shadow employment in the labour market, which includes, among other things :

- algorithm(s) for analyzing data to identify shadow employment in the labor market with a description of the data generation algorithm;

- description of automation of processes for analysis using digital tools to reduce and prevent shadow employment in the labor market;

3) finalization of the work results taking into account the received comments, remarks, and additions;

4) timely provision of work results to the national expert coordinator for inclusion in the consolidated analytical work;

5) participation in the preparation of consolidated analytical work of the expert group;

6) presentation/participation in the presentation of the results of work in JSC “Center for Development of Labor Resources” (hereinafter referred to as CRLR) with the participation of the Ministry.
