Request for Proposal - Consultancy (Company) for the Transportation and disposal of PCB Contaminated Equipment
Introduction
The project intends to support the Gambia with the necessary technical and financial assistance to reduce the risks posed by Polychlorinated Biphenyls (PCBs) and Unintended
Persistent Organic Pollutants (uPOPs) to the environment and human health. The project also aims to support the identification and disposal of 75 t of PCB-contaminated equipment and waste, and the reduction of 35 g I-TEQ/year of uPOPs through improved waste management practices and reduction of open burning of wastes.
SCOPE OF WORK
The Scope of Work (SoW) for this Consultancy will cover the geographical regions identified in both project and NAWEC reports on PCBs Contaminated Equipment including but not restricted to the Central River Regions (CRR), Kanifing Municipal Council (KMC) and Western Region.
Specifically, the Consultancy Firm in collaboration with NEA and NAWEC will:
a.Design a comprehensive methodology for the transportation and disposal of the identified PCB Contaminated Equipment.
b. Store the contaminated PCB Equipment in accordance with chemical waste storage regulations until proper disposal occurs.
c. Transport the contaminated PCB Equipment in accordance with chemical waste transportation regulations.
d. List PCB contaminated Equipment (including Transformers) owners to have their PCB transformer de-registered in accordance with chemical waste regulations.
e. Decontaminate / treat contaminated PCB Equipment in accordance with chemical waste regulations.
f. Dispose contaminated PCB Equipment in accordance with chemical waste regulations.
g. Provide a detailed report at the end of each deliverable clearly highlighting processes, procedures, outcomes, best practices, and key recommendations for next steps
h. the Firm will liaise with all stakeholders in the execution of duties including on communications, messaging, and other operational issues.
