BACKGROUND

The United Nations Development Programme (UNDP) is supporting the Great Amman Municipality to implement its “Amman is listening” project, one of the winners of the 2021 Global Mayors Challenge.

Amman is listening is an open data participatory platform designed to better understand residents’ needs and providing feedback on services and events in their immediate vicinity. The platform will enable Amman’s residents to provide real-time feedback on critical city services, contributing to optimize service provision and manage crises by translating resident-driven data into knowledge to contribute to local decision-making.

The development of this platform is part of a broader national drive to modernize Amman and enhance urban service delivery. It will aid in the smart transition of Amman, guide future investments, and ensure scalability and transferability to nearby cities. The open data platform will enable citizens to provide feedback quickly and suggest ideas to the Great Amman Municipality for better service delivery. It will cover all the 22 city neighbourhoods.

In October 2023, the Great Amman Municipality contracted a supplier to design a participatory approach and user-centric design and implement an App and a Website for the open data platform.

The Minimum Viable Product (MVP) was launched in July 2024. At this stage, the Great Amman Municipality wants to use the MVP to test and continue analysing the features with the city residents by different typologies, students, local investors, and governmental entities, public in general, etc.

The Great Amman Municipality is looking for a service provider to further develop the existing MVP, integrating additional user-centric functionalities to improve the usability of the platform and outreach more users. These enhancements will focus on improving the interactive experience through features like a comprehensive, searchable events map, real-time communication channels, and a robust information portal detailing municipal activities.

OBJECTIVE OF THE SERVICE

To identify a service provider able to deliver creative and effective technological solutions for the Amman is Listening open data platform, able to adapt to the evolving needs of Amman´s residents and make municipal services more accessible.
