Description of the Assignment:

• Review existing domestic ESS policies and stocktake environmental, social safeguard and social risks policies and regulations of other countries, international ESS standards and explore their applicability to the project. 

• Develop Environmental and Social Risks guideline and operational manual or toolkit - produce user-friendly guidelines to facilitate interpretation and compliance of its intended users. 

 Provide orientation/mentoring to all project safeguards focal persons and Implementing Partners.

 Capacitate Implementing Partners’ staff and provide facilitation on the following.

 o Development of a costed social risk analysis and management framework and plan with key progress monitoring indicators 

 o Developing, reviewing/updating the existing project Environmental and Social Management Framework (ESMF) in line with the revised UNDP guidelines

 o Developing, supporting, co-ordinating and managing the implementation of the project’s safeguards to ensure implementation of Environmental and Social Management Framework (ESMF) in line with UNDP procedures. 

 o Development and rolling out of a safeguards monitoring and reporting system against the Environmental and Social Management Framework (ESMF) provisions

 o Establishing the budget required to implement the ESMF requirements. 

 o Integrating the SES Programming principles to maximize social and environmental opportunities and benefits and strengthen social and environmental sustainability. 

 o Designing and managing social and environmental risks system. 

 o Completing the UNDP SESP procedures 

 o Developing a costed implementation and monitoring and evaluation ESS plans to ensure effective monitoring. 

 

Period of assignment/services: 24 days spread over 3 Months
