UNCDF, through this call, seeks to develop inclusive digital economies in Uganda by strengthening the institutional capacity of the agribusiness SMEs to conduct sustainable business and business operations using digital solutions.  It’s imperative to focus on the Agri-business SMEs in Uganda given the fact that the sector accounts for approximately 80 percent of manufactured outputs, contributing to about 75 percent of the gross domestic product (GDP) and presents a sustainable and empowering response to unemployment challenges in addition to creation of a market for primary agricultural products and enabling national economic structural transformation. 

 

The Digitization of Agribusiness SMEs to enhance efficiency in the operations, processes, & practices and unlock access to finance under START Facility Phase II in Uganda

 

The SME sector accounts for approximately 90% of the entire private sector, over 80 % of manufactured output and contributes about 75 % to the gross domestic product (GDP). The sector employs more than 2.5 million people equivalent to 90 % of total non-farm sector workers and comprises about 1,100,000 enterprises which makes the sector one of the largest employers in the country. With most of the SMEs largely concentrated in the major urban and peri-urban areas of Uganda and relying on rural communities for raw materials, agribusiness SMEs are pivotal to the growth and transformation of the country to the middle-income status. 

 

Agribusiness SMEs present a sustainable and empowering response to the persistent challenge of unemployment in addition to the creation of a market for primary agricultural products and enabling national economic structural transformation.  These SMEs face various growth and survival constraints on several fronts which undermine their development, limiting their impact on the economy. For many agribusiness SMEs, growing their business enterprises remains a distant dream, mainly because of lack of access to appropriate and affordable financing. This has made it challenging for the SMEs to adopt digital technologies and implement digital solutions in their routine operations and practices. As a result, most of these SMEs lack accurate and reliable business records (production, purchases, sales, expenses, stock, assets, liabilities) which are necessary in evaluating their financial capacity, and eligibility to enable them access financial services from financial institutions. There is a need to digitalize SMEs’ operations, and business development services in Uganda to improve their efficiency, productivity, competitiveness, and creditworthiness

 

 

UNCDF seeks the services of a provider of a digitization platform / solution, suitable for Agribusiness SMEs.  The solution should be able to improve efficiency and accuracy of business records, operations, and processes (production, purchase, sales, and expense management) of SMEs. It should provide real-time access to data for decision making and should  be leveraged by financial service providers. The targeted SMEs are agribusinesses engaged mainly in processing/value addition across Uganda. 

 

Interested suppliers must submit their offer directly in the system as instructed in the solicitation document, following the instructions in the available user guide. In case you have never registered before, you can register a profile using the registration link shared via the procurement notice and following the instructions in the guides available in UNDP website:  https://www.undp.org/procurement/business/resources-for-bidders. Do not create a new profile if you already have one. Use the forgotten password feature in case you do not remember the password or the username from previous registration.
