Introduction

Support to Develop a National e-procurement Monitoring Platform for National Procurement Commission (NPC) of Sri Lanka.

With the funding support of the Government of Japan, namely the Japanese Supplementary Budget Project, UNDP is implementing the project titled “Promoting Economic Governance Through Anti-Corruption Policy Support.” The intervention is working towards strengthening the anti-corruption ecosystem in Sri Lanka, through time-bound, costed national policy reform, inter-stakeholder collaboration, and enhanced institutional capacity to deliver a necessary roadmap for the country to emerge from fragility towards a resilient economy and a trusted democracy.

The National Procurement Commission (NPC) is currently reliant on a manual, paper-based system to monitor the procurement processes of publicly funded institutions. This outdated method has proven to be inefficient, burdensome, and prone to errors, leading to delays, inconsistencies, and increased workload for NPC staff. Recognizing the need for modernization, the NPC aims to transition to an automated procurement monitoring platform that aligns with contemporary expectations and technological advancements.

The NPC has drafted guidelines recommending the implementation of an interactive, web-based system for monitoring procurement performance. This automated platform would streamline processes, enhance efficiency, and ensure real-time data accuracy and security.  The transition to an automated procurement monitoring platform is essential for the NPC to fulfill its mandate effectively. The new system will address the current challenges, improve efficiency, and ensure that procurement processes across public institutions are transparent, accountable, and secure

This assignment is to Support to Develop a National e-procurement Monitoring platform for NPC ensuring that it meets the specific needs and requirements outlined in the system requirement.
 
Objective;

The primary objective of the assignment is to design and implement a procurement monitoring platform that will benefit the NPC and publicly funded institutions during their procurement processes.
