Introduction

United Nations Development Programme, hereinafter referred to as UNDP hereby invites prospective proposers to submit a proposal in accordance with the General Conditions of Contract and the Terms of Reference as set out in this Request for Proposal (RFP), requesting the proposal on Improving Capacity Building and enhanced Pilot Community-Based Flood Early Warning Forecasting Systems.

The proposed assignment involves Capacity Building of 500 women and youth on Community-Based Flood Forecasting. In Afghanistan, flood incidence remains frequent and has increased in the last two years across regions. The incident of flood has warranted the loss of lives and properties including livelihoods. The purpose of the capacity building is to sensitize targeted communities on flood risks to lives and properties and how early warning system can help mitigating future risks. The capacity building assignment will have two key tasks: a) developing training manual for community level capacity building on flood early warning system, b) deliver community-based trainings to 500 women and youths in targeted communities.
