Introduction

The United Nations Office on Drugs and Crime (UNODC) provides technical assistance to Member States to combat illicit drugs, transnational organised crime, terrorism, and corruption. Assistance includes enhancing crime prevention, criminal justice sector reform, and developing tools  and building the capacity of relevant agencies to assist States in implementing international conventions and protocols in compliance with the rule of law and human rights. UNODC through its Global Programme for Crimes that Affect the Environment is implementing technical assistance projects to strengthen the capacity of frontline wildlife and forest enforcement authorities to combat wildlife crime in Nigeria.

One of such technical assistance projects is “Strengthening Nigeria’s Response to the Trafficking of Wildlife and Forest Products Phase II” funded by the Government of Germany. In pursuance of the implementation of this project, UNODC received a request from the Nigeria Customs Service Special Wildlife Office to provide support in establishing computer training centre which will be utilized as a training hub to build the capacity, skills and knowledge of customs officers on combatting wildlife crime and also as a joint training hub which will be utilised by other relevant frontline enforcement agencies.

Consequently, UNODC is supporting the refurbishment of a set of four classrooms which will be converted into a computer and training Centre for the Customs Special Wildlife Office.

The individual contractor shall provide technical support to the project by providing technical oversight on the refurbishment of a set of four classrooms at the Nigeria Customs Service (NCS) Training College, Special Wildlife Office (Operations) situated at No 3 Ola Ayinde Street, Opebi, Lagos State.  The required tasks will be fulfilled under the direct supervision of the UNODC CONIG Wildlife Project Coordinator, the UNODC CONIG IT and Operations Analyst and in close coordination with the Nigeria Customs Service.  The individual contractor is expected to undertake site visits, follow up technically with the national partner and contractors to ensure proper implementation, and submit reports afterwards.
