Description of the Assignment:  International individual consultancy to Support the establishment and operationalization of the Anti-Corruption Commission

 

Period of assignment/services : 180 working days over 6 months


SCOPE OF THE WORK


1. The consultant’s primary objective is to facilitate the establishment, operationalization, and promotion of the Anti-Corruption Commission by developing and implementing a comprehensive communication strategy. 


2. The consultant will also be responsible for facilitating stakeholder engagement and supporting the Anti-Corruption Commission through strategic activities and capacity-building initiatives.


At a minimum, the Consultant will perform the following tasks:

1. Comprehensive Communication, Visibility, and Outreach Strategy Develop and implement a strategy to raise awareness about the establishment and operations of the Commission. The strategy should include target audiences, communication channels (e.g., media, digital platforms), and a timeline for execution.


2. Terms of Reference (ToR) for the Vetting Committee Develop the ToR for the vetting committee in accordance with the Act or other committees that may be set up for the operationalization of the Commission, defining its roles, responsibilities, and governance structure as required under the Anti-Corruption Commission Act.


3. Foster Inter-Agency Cooperation: Develop a framework that encourages collaboration between the anti-corruption commission and other relevant bodies, such as law enforcement agencies, the National Audit Office, and the judiciary. This cooperation is crucial for effective investigation and prosecution of corruption cases.


4. Support the coordination of Monthly Meetings and Launch Event Organize and facilitate monthly meetings under the direct supervision of the Ministry of Justice. Also, to coordinate the official launch event for the Anti-Corruption Commission.


5. Develop internal policy frameworks ensuring that the Commissioners and staff are equipped to address the complexities of corruption in The Gambia.


6. Training Sessions for Vetting Committee and Commissioners Organize at least three training sessions for members of the vetting committee and newly appointed Commissioners to build their capacity in governance, transparency, and anti-corruption measures.


7. Draft National Anti-Corruption Strategy

Develop a draft of the National Anti-Corruption Strategy and present it to stakeholders for initial comment and review, ensuring alignment with the Commission’s objectives.


8. Implementation Plan and Monitoring Framework for the Strategy Provide an implementation plan for the National Anti-Corruption Strategy, including a monitoring framework, governance arrangements, and a capacity-building plan. This plan should include: o Measures for tracking progress. o Baselines for comparing changes over time. o Mechanisms for monitoring and evaluation. o Clear reporting and accountability lines.
