Description of the Assignment: National experts (3 positions) on development of the Standards of the war crimes investigation on the three subjects: killing of civilians, Conflict-Related Sexual Violence (CRSV) and damage to civilian infrastructure

Duty Station: home-based

Expected places of travel (if applicable): Kyiv, Ukraine

Period of assignment/services (if applicable): October 2024 - February 2025

Please consider that this announcement will result in hiring of up to three (3) experts under three (3) procurement lots per three subjects of the assignment:

-        Lot 1 - National expert on development of the Standards of the war crimes investigation on the killing of civilians;

-        Lot 2 - National expert on development of the Standards of the war crimes investigation on the Conflict-Related Sexual Violence (CRSV);

-        Lot 3 - National expert on development of the Standards of the war crimes investigation on the damage to civilian infrastructure.

An applicant may apply any of the three positions/lots, few of them or all the three at once, in case such an applicant is compliant with the requirements having a capacity of conducting the assignment for more than one subject/lot, if apply more than one, simultaneously. 


!PLEASE NOTE: the currency of the proposal is UAH. Furthermore, UNDP will enter into a contract with the selected national consultant in UAH.

Main objectives of the assignment: As for each applicant it is expected that in terms of implementation of this assignment, the Expert will carry out the following activities per each of the three subjects (killing of civilians, Conflict-Related Sexual Violence (CRSV), Damage to civilian infrastructure), depending on which subject/-s is/are applied:

It is expected that in terms of implementation of this assignment, the Consultant/Expert (Individual Contractor) will carry out the following activities:

1. Prepare the General Standards for Pre-Trial Investigation of War Crimes (killing of civilians, Conflict-Related Sexual Violence (CRSV), Damage to civilian infrastructure), incl.: the Expert will develop comprehensive General Standards that outline the foundational principles and procedures for conducting pre-trial investigations into war crimes, specifically focusing on the killing of civilians.

2. Develop the Special Standards for Pre-Trial Investigation of War Crimes (killing of civilians, Conflict-Related Sexual Violence (CRSV), Damage to civilian infrastructure): the Expert will create detailed Special Standards that address the specific nuances and requirements of pre-trial investigations into war crimes involving the killing of civilians, including investigative techniques, evidence collection, and victim handling.

3. Facilitate Expert Discussions on the Draft Standards with Criminal Justice Officials: the Expert will organize and lead discussions with key criminal justice stakeholders, including investigators, prosecutors, and judges, to review and refine the draft Standards, ensuring they are practical, comprehensive, and aligned with legal and ethical requirements.

All final products should be produced according to the plan outlined under each deliverable as specified in the Terms of reference.

You can indicate whether you are interested/intend to submit a bid/proposal by creating a draft response for Quantum negotiation without submitting directly in the system. This will enable the system to send notifications in case of amendments of the tender requirements.
