Description of the Assignment:
The main objective of the service is to strengthen the PSP's capacities in development and strategic planning processes, in order to assure an effective implementation of the Extended NSDP II 2023/24-2027/28. Specifically, the consultancy objectives are:
Build capacity of the PSP staff on the Extended NSDP II implementation plan formulation and sectoral policies implementation plans formulation, including: strategies and key activities supporting the implementation of the policy objectives, costed action plan, indicators, baseline data, timelines, stakeholders responsible for the implementation and costs.
Build Capacity of the PSP staff on strategic plan development process, including: o basic concepts and principles of strategic planning, o strategic planning tools, o process of formulating a strategic plan, o case study on strategic plan development.
Design an operational strategic plan guideline, based on the contemporary international best practice.
Develop a communication and protocol system as they relate effectively to policy, plan and strategy coordination.
Period of assignment/services : 30 days
