Description of the Assignment: 


The Philippines is committed to enhance its climate action by updating its Nationally Determined Contribution (NDC) to better reflect its evolving development priorities, the integration of emerging technologies, and adherence to international climate commitments. In April 2021, the country submitted its first NDC, committing to a 75% emissions reduction target, with 72.29% conditional, and 2.71% unconditional. The Philippine NDC covers key sectors such as agriculture, waste, industry, transport, and energy. The government has also recently completed its NDC Implementation Plan, which outlines the roadmap and specific actions necessary to meet these ambitious targets.


To facilitate the NDC update, the Government of the Philippines and ADB is leading coordination work amongst development partners ensure a coordinate and efficient process. The UNDP is part of the Development Partners Coordination Group (DPCG), a group formed offering technical and financial support to the Philippine government for the updating of the NDC. Under the guidance of the Department of Environment and Natural Resources (DENR), the UNDP will spearhead the review and updating of policies and measures (PAMS) of the Waste Sector, with a focus on solid waste and wastewater subsectors. The impact of the identified Waste PAMS on the current NDC is projected to reduce emissions by at 65.8 mmtCO2e by 2030 (Source: NDC Implementation Plan).  

 

Period of assignment/services: 72 working days
