Request for Consultancy firm to Undertake a Socio-Economic Impact Assessment of the Flooding in Maiduguri, Borno State, Nigeria

On September 10th, 2024, Maiduguri, the capital of Borno State, was struck by catastrophic flooding following unprecedented torrential rainfall and the collapse of the Alau Dam. The dam, which retains rainwater from several sources, including the rivers of Konduga and branches from Niger and Chad, was overwhelmed by a volume of water far beyond its designed capacity. The resulting overrun immersed vast areas of Maiduguri, causing widespread destruction and triggering a full-scale humanitarian emergency.

According to the inter-agency situation update by the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), approximately 50% of Maiduguri was submerged, threatening communities including those on higher ground. This flooding has affected an estimated 230,000 people, displaced 50,000, and resulted in the tragic loss of more than 30 lives. Homes, businesses, and critical infrastructure were destroyed or severely damaged. Schools, hospitals, markets, and roads were submerged, cutting off access to essential services, and stranding thousands of residents. Three major markets, key health facilities, and essential water sources remained inaccessible.

Thousands of displaced residents were relocated to former Internally Displaced Persons (IDP) camps, which are now overcrowded and struggling to accommodate the sudden influx of people. These camps face critical shortages of basic necessities, including food, clean water, shelter, and healthcare. The risk of waterborne diseases is growing, given the poor sanitation conditions in the flood-affected areas. Floodwaters also caused the collapse of a prison wall, leading to the escape of inmates, sparking fears of increased criminal activity in an already fragile security context.

The flooding has disrupted public services. Schools have been indefinitely closed, leaving thousands of children without access to education. Healthcare facilities, already under strain due to ongoing conflict and instability in the region, are unable to cope with the surge in demand. Furthermore, Maiduguri’s airport and major roads remain inaccessible, limiting the ability to bring in much-needed aid and relief supplies. The collapse of key infrastructure has crippled the city’s economy, threatening livelihoods and food security.

As part of its mandate to support recovery efforts, UNDP seeks to engage a reputable think tank to undertake a comprehensive socio-economic impact assessment of the flood. The assessment will provide evidence-based insights into the extent of the damage, disruptions to livelihoods, impacts on vulnerable populations, and the broader socio-economic implications. The findings will be essential in shaping immediate and long-term interventions aimed at building back better, enhancing resilience to future disasters, and supporting Maiduguri’s recovery and development efforts.
