Description of the Assignment:  

Objective

The National consultant will take a leading role in assisting the DOA in the formulation of the Decree on Fertilizers, offering expertise on the structure, content, and other critical inputs. Furthermore, the consultant will oversee and facilitate the submission process, ensuring comprehensive review and engagement with relevant stakeholders, with the objective of securing approval of the draft decree by November 2025.

Scope of Work

With guidance from the Department of Agriculture, Ministry of Agriculture and Forestry and UNDP, the consultant is expected to deliver the following:

 

·         Develop a detailed work schedule, and approaches for the required deliverables as well as conduct stakeholder consultations and other related activities for the Decree formulation.

·         Carry out an in-depth review of all related legislations and regulations and policy documents on fertilizer in Lao PDR.

  

·         The consultant will take lead in formulating the Decree on Fertilizer under guidance of Department of Agriculture, Ministry of Agriculture and Forestry and UNDP to ensure that the new Decree meets the high quality and relevant to the need and priorities of the Government of Lao PDR.

·         Support literature reviews, knowledge management, compilation of information, and gathering of data to help formulating the Decree.

·         Provide sound inputs and advices to the government on the structure, contents under chapters, articles of the Decree and ensure it is aligned with other relevant laws and regulation, policies and strategies of the government of Lao PDR

·         Take lead in facilitation of consultation workhops and meetings, provide guidance to all participants from all relevant stakegholders

·         Support the Department of Agriculture on revisions, amendments of the draft Decree as needed as per inputs obtained from consultation workshops and meetings

·         Provide guidance on the processes of Decree endorsement

  

All outputs and documents where applicable to be submitted in electronic form (soft copy) with approved formats compatible with Microsoft Office and Adobe Image and other files in approved formats. 

Period of assignment/services: 60 working days.
