Introduction

[SCOPE OF TENDER]

The main objective of the consultancy is to develop the country’s greenhouse gas inventory, as part of the NDC stocktake. The inventory is to be prepared in accordance with the 2006 IPCC Guidelines for National Greenhouse Gas Inventories and other relevant IPCC guidelines, and a 2022 National Inventory Report prepared in accordance with appropriate reporting methodologies.

The consultancy will focus on updating Eswatini’s Greenhouse Gas (GHG) Inventory to support the country's Nationally Determined Contribution (NDC) stocktake and the development of NDC 3.0. The assignment will require the consultancy firm to transfer data from the existing GHG inventory (1990-2018) to the Intergovernmental Panel on Climate Change (IPCC) Inventory Software and update the GHG emissions data for the period 1990-2022. The scope of work includes data collection, identification of data gaps, recalculation of emissions estimates, uncertainty assessments, and reporting. The consultancy firm will also provide future projections of GHG emissions up to 2050 and facilitate validation processes through stakeholder consultations and peer reviews.

The scope of work entails:
  • Data Transfer and Software Management
    • Transfer Eswatini’s GHG Inventory data (1990-2018) into the IPCC Inventory Software using credentials provided by the Ministry of Tourism and Environmental Affairs (MTEA). The consultants must be familiar with the 2006 IPCC Guidelines to fully understand default methods, data sources, quality assurance/quality control (QA/QC), uncertainty assessment, and reporting procedures. This also includes the National Communication (NC) and Biennial Update Report development process and ensure compliance and consistency
  • Review of Existing Data and Reports
    • Review the previous National GHG Inventory, key category analysis, and improvement plans, including other reports related to GHG emissions.
    • Assess the current state of data and reporting, and identify any gaps or inconsistencies. 
  • Data Collection and Tool Design
    • Design and/or adopt a tool for the systematic collection of data needed to update the inventory.
    • Identify and close data gaps using appropriate methods and sources, ensuring that data collection practices are robust and sustainable for future inventory updates.
  • GHG Emissions and Land Use Reporting
    • Compile a comprehensive land use matrix and database covering emissions from sources and removals by sinks, particularly from the Agriculture, Forestry, and Other Land Use (AFOLU) sector.
    • Use remote sensing data to update land use categories.
    • Estimate GHG emissions and removals from 1990 to 2022 in line with the 2006 IPCC Guidelines, and identify areas for recalculations to ensure consistency across the time series.
  • GHG Emissions Estimation and Projections
    • Provide estimates of GHG emissions by sources and removals by sinks for the 1990-2022 period using the IPCC Inventory Software.
    • Develop GHG emissions projections for up to 2050, taking into account key economic and environmental drivers.
  • Uncertainty and Methodology Reporting
    • Conduct an uncertainty assessment, detailing the level of uncertainty in inventory data and the methodologies used for estimating these uncertainties.
    • Document all methodologies used in the GHG emissions estimation process, including sources of emission factors and activity data.
  • Report Compilation and Stakeholder Engagement
    • Prepare sector-specific GHG Inventory Reports and the 2022 National Inventory Report, including common reporting tables, summary tables, and graphical representations.
    • Engage in stakeholder consultations and participate in validation workshops to present and refine the inventory data.
    • Consider feedback from technical peer reviews and adjust the GHG inventory where necessary.
  • NDC Reporting
    • Assess and report on the country's current GHG emissions relative to the commitments made under the 2021 NDC revision.
    • Prepare a final report summarizing the country’s progress towards NDC targets and highlight areas requiring enhanced focus.
DUTIES AND RESPONSIBILITIES OF THE CONSULTANT 
The multimedia company engaged to support the Youth Empowerment Programme and MSME Development in Eswatini is expected to deliver the following outputs:

Data Transfer and Software Setup
  • Transfer GHG Inventory data (1990-2018) into the IPCC Inventory Software using credentials provided by MTEA
  • Data Collection and Review
    • Review existing reports, identify data gaps, and design a tool to collect data for updating the GHG inventory.
  • GHG Estimation and Land Use Reporting
    • Develop and update land use representation using remote sensing data, and recalculate GHG emissions estimates for 1990-2022 using IPCC methods.
  • Emissions Estimation and  Projections
    • Estimate GHG emissions by sources and removals by sinks for 1990-2022, and develop sectoral projections for GHG emissions up to 2050.
  • Uncertainty and Methodology Reporting
    • Conduct an uncertainty assessment and document the methodologies and assumptions used for estimating GHG emissions.
  • Report Preparation and Stakeholder Engagement
    • Draft sectoral GHG inventory reports and the 2022 National Inventory Report, and participate in stakeholder consultations and validation workshops.
  • NDC Progress Reporting
    • Prepare a report on Eswatini’s GHG emissions status in relation to the 2021 NDC revision commitments, incorporating feedback from technical reviews.
