Introduction

The RTTL (Rádio-Televisão Timor Leste), a key national institution under the Secretary State of Communication, plays a vital role in promoting democratic dialogue and participatory debates in Timor-Leste. However, recurrent flood damage to the RTTL building has hindered its ability to function properly and fulfill its governance role. Additionally, the internal capacity of RTTL personnel to conduct public social and political debates needs to be strengthened. The project aims to address these issues by constructing a new green building equipped with an auditorium, studios, accessible facilities, and implementing tailored training programs on public participation, focusing on youth and women.

To achieve these objectives, the project seeks to engage a company that can provide supervision for the construction of the RTTL Green Building. The scope of work for the consulting firm includes the following:

1. Monitoring and Supervision:
The consulting firm will oversee the major construction activities and milestones such as layout, foundation, structural alignment, concreting, electrical and mechanical works, and finishing items as specified in the Bill of Quantities (BoQs). The firm will verify the quality and quantity of work, provide technical support and advisory services, and cross-verify vendor invoices submitted to UNDP for payment processing.

2. Substantial Completion and Taking-Over Certificates:
Upon receiving notice of substantial completion, the firm will conduct a site visit within 7 days to inspect the works and verify their compliance with contract requirements. The firm will then report findings to UNDP, providing recommendations for the issuance of Taking-Over certificates and listing any defective works along with a proposed timeline for remedying them.
