Introduction

UNDP has received funding support from the United Kingdom’s Foreign Commonwealth and Development Office (FCDO) in Tanzania and the European Union Commission (EU), to support the Government of the United Republic of Tanzania (URT) to prevent and combat Serious and Organized Crime (SOC). The project contributes to the wider anti-corruption work undertaken under the Building Sustainable Anti-Corruption Action in Tanzania (BSAAT) programme. UNDP will work and coordinate with UNICEF, IOM, and other partners to implement this project. The focus of the project will be on the international dimensions of Child Sexual Exploitation and Abuse and Human Trafficking. The strategic interventions anticipated in this project aim to enhance and support efforts to address SOC prevention and response, thematically and geographically. The overall intention is to assist the Government of Tanzania- Mainland, by reducing specific vulnerabilities and increasing interventions in the area of CSEA by the establishment of an Anti-Human Trafficking and Child Protection Unit (AHTCP-TF), which will seek to provide specialist support to counter trafficking in persons, and child sexual exploitation and abuse, particularly the international dimensions. The project recognizes that the Government already has an Anti-Trafficking Committee and Secretariat, that provide specialist support in counter-trafficking in persons initiatives. The idea of the AHTCP-TF is to complement the work of the Anti-Trafficking Secretariat, by bringing together multiple actors under the coordination of the Director of Public Prosecutions. The Anti-Trafficking Secretariat will be a member of the AHTCP-TF and bring expertise and experience on that dimension. Furthermore, at the request of The Revolutionary Government of Zanzibar the project will also support the establishment of a specialist law enforcement task force in Zanzibar to collect analyze and disseminate intelligence in Zanzibar and to mainland agencies and conduct investigations across a range of crime types that are classified as serious or organized through the establishment of a Transnational Organized Crime Unit (TOCU). This will provide a range of support to address SOC issues that affect Zanzibar specifically, but with impacts also on the mainland and will also seek to provide learning that can be generalized and utilized across Tanzania more broadly. The project is anchored within the existing UNDP work in the justice sector under the leadership of the National Prosecutions Services in Mainland and the Office of the Director of Public Prosecutions in Zanzibar. There are two indicative outputs from this project: i) Enhanced functional capacity in Child Sexual Exploitation and Abuse (CSEA) focused agencies to provide specialist support to counter trafficking in persons, and child sexual exploitation and abuse, particularly the international dimensions. ii) Enhanced functional capacity in Zanzibar Law Enforcement Agencies (LEAs) to address the challenges of transnational organized crime.

To accomplish this, UNDP is seeking to procure the services of a competent consulting firm to undertake specialized training for doctors.
