Introduction
The UN’s Better Than Cash Alliance (BTCA) is seeking a consulting firm to assist the National Bank of Ethiopia (NBE) in developing an updated Inclusive National Digital Payments Strategy (NDPS 2.0). This strategy builds upon the successful implementation of NDPS 1.0 (2021-2024), with the aim of guiding the adoption and usage of digital payments across Ethiopia while expanding digital financial services (DFS) beyond payments.
The scope of work for the consulting firm includes:
- Assessment of NDPS 1.0: Conduct a comprehensive evaluation of the first phase of NDPS, identifying key progress and areas for improvement. This includes collecting qualitative and quantitative data on consumer and business experiences with digital payments.
- Analysis of the DFS Landscape: Review Ethiopia's current digital financial services ecosystem, focusing on regulatory frameworks, consumer needs, interoperability, data security, and inclusivity for women, rural communities, and MSMEs. This assessment will identify gaps and opportunities to enhance the DFS infrastructure and services.
- Development of NDPS 2.0: The firm will propose new objectives and strategies to accelerate digital payments adoption, promote financial inclusion, and leverage digital public infrastructure (DPI) like national digital ID and payment system interoperability. A key focus will be on fostering innovation, ensuring system resilience, and aligning with Ethiopia’s national economic and digital transformation goals.
- Implementation Plan: A detailed implementation plan will outline key tasks, milestones, risks, and resource requirements, along with performance indicators and accountability structures.
- Strategy Launch: The firm will help socialize and launch NDPS 2.0, ensuring stakeholder engagement and preparing materials to facilitate the strategy’s rollout
