Introduction

Every year, Viet Nam generates approximately 3.9 million tons of plastic waste, with only 33% being recycled. Mismanagement of plastic waste, whether due to inadequate collection or improper disposal, results in pollution of both land and marine environments, adversely affecting ecosystems and human health. In response to this problem, Viet Nam is embracing the circular economy trend, with a strong emphasis on recycling. The Extended Producer Responsibility (EPR) mechanism, institutionalized by the Law on Environmental Protection (EPR) 2020, Decree No. 08/2022/ND-CP, and Circular No. 02/2022/TT-BTNMT, is expected to play a crucial role in promoting waste recycling, particularly for plastic.

However, Viet Nam's recycling capacity currently falls short of demand for PET, PP, and PE plastics. Challenges persist in the domestic scrap plastic sources: mixed and low-quality scraps, high purchasing cost due to limited collection infrastructure, reliance on landfilling, poor enforcement of at-source waste sorting, and the absence of clear recycling sector standards. Meanwhile, the Directive 2227/VPCP-KTTH outline the prohibition of importing plastic scraps to produce recyclates starting from 2025. As a result, inconsistent scrap supply hinders planning and scaling for manufacturers and the competitiveness of recycled goods suffers.

To address these issues, digitization offers promising solutions across the recycling value chain. There exist solutions to make recycling easier for consumers, enhance collection, improve material identification, aid in regulatory compliance, and create marketplaces for recycled materials. However, there lacks a comprehensive local web-based marketplace in Viet Nam to promote reliable trading of recyclates. Existing platforms often lack information on material origin, quality, and sustainability, while large corporations, who are major consumers of recycled materials, demand stringent verification to ensure ethical and sustainable sourcing.

The United Nations Development Programme (UNDP) in Viet Nam is looking for 01 qualified national firm to produce the 2024 LGBTI Inclusion Index and provide technical recommendations on “Public opinion on LGBTI” research:

-       Produce an updated 2024 LGBTI Inclusion Index through data review and relevant stakeholder engagement.

-       Provide technical review and recommendations to the research on “Public opinion on LGBTI” to ensure its quality meet international standards and uphold UNDP’s principles and approach;
