Introduction

The United Nations Development Programme (UNDP) in Vietnam seeks A national firm to conduct research on open burning and test out possible solutions. 

The objective of this assignment is to address the growing problem of air pollution, this  project aims to understand in-depth what causes open waste burning and use innovative methods to find ways to reduce this type of pollution. This project has two main workstreams: 1) Understanding the issue of open waste burning, the ecosystem of stakeholders involved and the social, economic, cultural and land related drivers of open waste burning; 2) Piloting the use of innovative tools for the monitoring of open waste burning.

Early consultations with government partners have highlighted the need to address the persistent challenge of year-round open waste burning and lack of effective tools for monitoring and enforcement. To support this need and provide catalytic inputs given limited funding, Accelerator Lab will draw from a host of innovative approaches including, but not limited to the use of crowdsourced data, human-centered design principles to pilot a tool for the monitoring of open burning. This is designed to support Hanoi’s broader and longer-term objective of developing a comprehensive monitoring network and early warning system for air quality as set out in its most recent Air Quality Management Plan for 2025-2030.

This research will form a part of UNDP’s interventions to reduce air pollution in Viet Nam. UNDP will need to take a comprehensive and systematic approach to tackling all sources of air pollution. Given the limited budget as well as current landscape of donor activities in tackling air pollution, we identify that this is the most suitable entry point for our work, focusing our efforts initially in the province of Hanoi. This will be done with a view to build on these results for further resource mobilization for UNDP’s work.

Ultimately, this research aims to provide evidence-based recommendations for enhancing the management of open burning of waste in Hanoi. These recommendations will consider policy improvements, sustainable waste management strategies, and public awareness campaigns, all tailored to the specific context of Hanoi.
