Description of the Assignment: The purpose of this consultancy is to provide support in the implementation of the IPA/2021/ 425-067 project: “Support for enhancing the fight against the illegal possession, misuse and trafficking of small arms and light weapons (SALW) in the Western Balkans” and the EU Council Decision (CFSP) 2022/2321 in support of the South-Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC) for the implementation of the Regional Roadmap on combating illicit arms trafficking in the Western Balkans and in support of disarmament and arms control activities in South-East and East Europe.

Provide strategic, technical, and advisory support for activities aimed at countering illicit trafficking and misuse of firearms, essential components, ammunition, and explosives. This includes quality assurance of training for customs, developing knowledge products on drones and emerging technologies, and supporting the intelligence and operational phases of EMPACT Joint Action Days. Additionally, contribute to capacity development for inspectors of civil-use explosives and pyrotechnics, and oversee an expert team in creating SOPs for customs authorities. Assist in finalizing the Western Balkan regional threat assessment, develop a curriculum for the Analyst Notebook training course for Firearms Focal Points (FFP) analysts, and deliver the training. Support outreach activities of the FFP, provide technical input during regional SEEFEN, FFP, and SALW Commission meetings, and assist in developing an application for the categorization of weapons. Further, support the operationalization of FFPs in Moldova and Bosnia and Herzegovina.


Period of assignment/services: January 2025 – December 2025
