Description of the Assignment:
The purpose of the assignment is to understand the extent of the achievement of the PRSAP in contributing to poverty reduction. The review of the PRSAP will be used to develop the successor PRASP based on lessons and evidence garnered.
The objectives of the assignment are to:
- Assess the appropriateness, relevance, and effectiveness of the PRSAP strategies in dealing with the challenges faced by the country since 2005;
- Assess if the PRSAP achieved its objectives;
- Identify gaps/weaknesses in the implementation of the PRSAP and provide recommendations for improvement;
- Identify lessons learnt from the implementation of the PRSAP interventions;
- Review the institutional capacity in government to implement the PRSAP;
- Review and assess the partnerships between government and civil society/NGOs, development partners, private sector, academia etc. and comment on continuity and sustainability of efforts;
- Identify factors that contributed to achievement of results and those that hindered progress;
- Synthesize the outputs from the review together with further inputs from stakeholders to develop a Roadmap for developing the successor Strategy and Action Programme for Poverty Reduction in Eswatini.
- Provide recommendations on how to best implement the upcoming PRSAP; and
- Presentation and Validation of the PRSAP Review Report and the Roadmap for developing the successor poverty reduction and wealth creation strategy.
The ideal candidate is required to possess;
- At least a Masters degree in Economics, Applied Economics, Development Economics, Social Sciences (Sociology, Demography, Anthropology, etc.). A Doctoral Degree in the aforementioned disciplines will be an added advantage.
- 7 years or more experience working at senior level in the area of poverty reduction focused on extreme poverty and the excluded.
Period of assignment/services: 50 Working Days
