Introduction
Dear bidder,
UNDP Uzbekistan “Empowering the Youth to Embrace the Digital Economy and Digital Entrepreneurship” project collaborates closely with the Government of Uzbekistan, particularly with the Ministry of Economy and Finance (MEF), Ministry of Digital Technologies (MDT), and Ministry of Higher Education, Science, and Innovations (MHESI), to promote sustainable economic growth by supporting digital entrepreneurship. This includes creating a supportive environment for startups, freelancers, digital platforms, and businesses. A key activity is helping these institutions improve their ability to design and evaluate youth-focused digital entrepreneurship policies. Establishing an effective monitoring and evaluation (M&E) framework is essential for tracking progress, identifying challenges and opportunities, and supporting informed decision-making. However, challenges such as limited expertise, lack of high-quality data, insufficient funding, and institutional fragmentation may hinder the development of a strong M&E system.
